<br /> MINUTES <br /> CITY COUNCIL <br /> <br /> JULY 14, 2010 <br /> $80 per linear foot for a four foot high wall. It was the consensus of the Council <br /> to proceed with the streetscape plan as presented. <br /> The City Administrator noted initial plans that one side of Rice Street would be <br /> done this year and the other next year. The plan now is to do both sides of the <br /> street this year. Ile further noted that the County Road B-2 intersection <br /> improvements will be done this year. The Administrator indicated that there are <br /> two mobile homes that will have to be removed and he is working ou abatement <br /> issues with these homes at this time. There will also be hazardous materials <br /> testing done on the bakery building and abatement of any identified material It <br /> is anticipated the building will be demolished by the end of August. Blesener <br /> asked if the bakery has requested any occupancy extensions. The Administrator <br /> replied that they have not, and he has not heard that they have found a new <br /> location. <br /> DEER The City Administrator reviewed statistics relative to the number of and <br /> CONTROL general location of deer in the City as well as the results of the deer hunt which <br /> occurred in 2009 conducted by the Metro Bowhunters Resource Board (MBRB). <br /> The Administrator noted that the existing deer population is estimated at 110 <br /> based only on areas that were aerial surveyed. It is also estimated YhaY based on <br /> the amount of open space in the City, the ideal deer population would be <br /> between 13 and 17. <br /> City staff has discussed this issue with the MBRB, and their recommendation is <br /> that the St. John's Cemetery site again be hunted. That hunt should consist of <br /> three day hunt cycles versus the two days used last year. They have suggested <br /> more hunt dates (three hunts were allowed in 2009). <br /> "fhe Administrator reported that the Sculley property is critical to a successful <br /> deer hunt and he has discussed this issue with the Sculley's. He noted that it <br /> would be likely that a hunt on the Sculley property would be in combination <br /> with hunting on Ramsey County and Maplewood Open Space (Maplewood may <br /> not be a participant, however.). The Administrator reported that the proposal <br /> made to the Sculley's is that a permit would be issued to their designated people, <br /> (possibly including the property owner to the north) for bow hunting subject to <br /> some qualification and hunting criteria. The Sculley's would hwrt from the <br /> opening of bow hunting season through the end of October. After that time the <br /> MBRB would be allowed to hunt the area to further cull the deer herd. <br /> Dan Sculley reported that he and family members are avid archers, noting that <br /> he was a member of MBRB. He reported that they take bow hunting very <br /> seriously, and would like the opportwiity to hunt their land before the MBRB <br /> would conduct their hunt. Dan Sculley indicated that they understand the <br /> problem of the overpopulation of deer. Dan Sculley also indicated that they <br /> would keep some of the meat and would like to donate the rest to a food shelf. <br /> 3 <br /> <br />
