<br /> MINUTES <br /> CITY COUNCIL <br /> <br /> .JULY 28, 2010 <br /> 1'he Planner noted that the Planning Commission felt the reissuance of the <br /> PUD Permit for the building expansions was acceptable subject to <br /> compliance with all previously issued conditions, acid recommended that <br /> the PUD Permit be extended for atwo-year period. "the Plamrer noted that <br /> the Planning Commission struggled with the outdoor storage issue given <br /> the non-resident tenant. The Commission recommended approval on a <br /> split vote given the location of the materials would not be visible from any <br /> public right-of-way, and the IIJP and outdoor storage license will give the <br /> City conhrol. The Planner noted that Mr. Johnson is requesting afour-year <br /> term for this licensed based on the fact that he would like to negotiate a <br /> four-year lease with the tenant. Another significant factor to the <br /> Commission was the fact that the property owner is interested in acquiring <br /> partial ownership of some of the materials that would be stored. <br /> Keis asked if Mr. Johnson would be part owner of the materials or part <br /> owner of the business. Johnson replied that he would be part owner of the <br /> materials. <br /> The City Administrator noted the discussion at the Planning Commission <br /> that an extension of the PUD Permit for the building expansions would <br /> make the project subject to meeting water quality standards that were in <br /> place in 2008, the time the initial permit was issued. The Adminisriator <br /> reported that the current Watershed regulations were adopted in October <br /> of 2006. The City adopted regulations very similar to the Watershed's <br /> with the exception that the Watershed regulations are triggered when there <br /> is 1 acre of more of disturbance. "1•he City's regulations are triggered at <br /> disturbance of 20,000 square feet or more. The Administrator again noted <br /> that the Watershed's regulations were in place at the time the 2008 PUD <br /> Permit was granted, and that the City standards adopted subsequent to the <br /> prior approval would also apply. <br /> Carl Johnson reported that he is in the building materials business which is <br /> way down due to the housing slump. Johnson reported that leasing a <br /> portion of his land for outdoor storage will generate much-needed income. <br /> He noted that his business will take ownership of a portion of the lumber <br /> and will sell this product to his customers. <br /> Blesener noted that he visited the site and learned that the tenant, Maple <br /> Grove Pallet, is currently storing inside the building. Johnson replied that <br /> the have stored inside for less than a month, and are waiting for the <br /> Council action on his request for a PUD Permit Amendment allowing this <br /> outdoor storage as an interim use. Johnson reported that indoor storage <br /> space in his buildings is at a premium, and his tenant, Weyerhauser is <br /> experiencing an upsurge in their business and need the indoor storage <br /> space. <br /> 5 <br /> <br />
