<br /> MINUTES <br /> CITY COUNCIL <br /> JULY 28, 201.0 <br /> McGraw asked if the lumber will be wrapped. Johnson indicated that <br /> some will be wrapped, some will not, but what is not wrapped will be <br /> banded. <br /> Blesener asked how long the lumber would be stored on site. Johnson <br /> indicated that the amount of storage is perpetual given the materials will <br /> be moved out while new materials move in. Johnson anticipated that the <br /> inventory will turn over 12 to l 5 times per year. He also estimated that <br /> the site will have two to three rail car deliveries per week and that one rail <br /> car delivery equates to three to four truck loads. <br /> Keis noted that the Code allows for outdoor storage of materials for <br /> businesses that occupy office space on-site. Keis indicated that the issue <br /> for him is that this business will not occupy office space and does not have <br /> any office location in the City. Keis suggested that if this request is <br /> approved for Mr. Johnson, there will be other businesses in the City asking <br /> for the same consideration. Johnson pointed out that his situation is <br /> different in that he will be taking ownership of a portion of the inventory. <br /> Blesener noted that the City has accommodated a couple of other <br /> businesses in town allowing for non-resident businesses to have outdoor <br /> storage for a period of two to three years. Blesener pointed out that this <br /> consensus was made given the current state of the economy. Blesener <br /> pointed out that the outdoor storage proposed by Mr. Johnson will not be <br /> visible except from some Ryan Industrial Park properties. Blesener stated <br /> that he would support the request for a period of time that coincides with <br /> the consensus made for R & S Automotive and another business in the <br /> City. Keis asked what the Council should tell the next business owner that <br /> comes in making this same request. <br /> The City Administrator pointed out that at the August Planning <br /> Commission meeting, R & S is requesting a code amendment to the I-1 <br /> District that would allow outdoor storage by non-resident businesses. The <br /> City Planner clarified that the Industrial District allows outdoor storage by <br /> resident (Little Canada) businesses through an Interim Use Permit. R & S <br /> is requesting the Code be amendment to allow outdoor storage by non- <br /> resident (non-Little Canada) businesses. The Planner also noted that the <br /> rules for outdoor storage apply to the Industrial Districts. The Johnson <br /> property is zoned PUD, therefore, the Council has flexibility in what it can <br /> allow. Keis noted that he understands the flexibility issue with a PUD <br /> District, but noted that there is Industrial land adjacent to the Jolu~sou <br /> property and questioned the fairness of allowing something for one <br /> property owner that would not be allowed for another. <br /> 6 <br /> <br />
