<br /> MINUTES <br /> <br /> CITY COUNCIL <br /> <br /> JULY 28, 2010 <br /> Montour felt the difference in the Johnson request is that he will betaking <br /> ownership of a portion of the lumber being stored on his site; therefore, <br /> the storage is somewhat of an extension of his own business. Johnson <br /> noted that his staff would be off=loading the product from rail cars, storing <br /> it on his property, handling bills of lading, and loading trucks that will <br /> take the ]umber off the property. Johnson noted that in addition to storing <br /> this lumber, his business will also assume responsibility for it. <br /> McGraw noted that the 100 foot by 220 foot storage yard seemed large. <br /> Johnson noted that this is the same area that he used for outdoor storage <br /> for his own business. McGraw asked about the surface of the storage area. <br /> Johnson reported that it is Class V with crushed concrete and a very hard <br /> surface. It was noted that the site is the former Knox site and was used for <br /> outdoor storage without any problems with surfacing. The soils are hard, <br /> compacted, and stabilized. <br /> There was some concern expressed about traffic, and Johnson noted that <br /> the site is a nine-acre site, and his business has 6 trucks and 2 flatbeds. At <br /> its peak Drywall Supply had more traffic in and out of the site than this <br /> business would have. It was also noted that when Knox occupied the site, <br /> there was a great deal of traffic in and out of the area. <br /> Again, there was discussion of the fact that it will be the Drywall Supply <br /> employees handling this product. Blesener noted that this outdoor storage <br /> will help to keep people employed, and this is one of the City's goals. <br /> Keis agreed, but noted the issue that outdoor storage has been for the City. <br /> McGraw asked if there would be any other type of product stored on the <br /> site other than lumber. Johnson indicated that over 90% will be lumber. <br /> 'The storage will be kept neat and orderly acid will not exceed the 9.5 foot <br /> height maximum being requested. <br /> The City Administrator reviewed the fact that when Mr. Johnson <br /> purchased the property it was zoned B-W and we restricted outdoor <br /> storage. however, due to soil conditions that will not support a higher <br /> weight building, the City allowed outdoor storage, but prohibited Mr. <br /> Johnson from providing outdoor storage space to other businesses. The <br /> Administrator agreed that the storage being proposed is almost an <br /> extension of the Drywall Supply business. Blesener noted that soil <br /> corrections where needed when the union hall building was constructed. <br /> The City Administrator indicated that geopiers were necessary in the <br /> construction of the union hall, and that building is located on better soils <br /> than there are on the remaining Drywall Supply property. <br /> 7 <br /> <br />
