MINUTES

CITY COUNCIL

AUGUST 11, 2010
Mr. Blesener introduced the following resolution and moved its adoption:
RESOLUTION NO. 2010-8-184 -AWARDING THE LOW BID OF
METRO UTILITIES, INC. IN TIIEAMOUNT OF $126,575.00 FOR
2010 NORTHEAST UTILITY IMPROVEMENTS AND
INSTALLATION OF WATER MAIN ALONG COUNTY ROAD B-2
AND PARK STREET SUBJECT TO TERRACE HEIGHTS
MOBILEHOME PARK SIGNING A WAIVER OF RIGHT TO
APPEAL ASSESSMENTS FOR THE WATER MAIN, STREET AND
WATER SERVICE WORK
The foregoing resolution was duly seconded by McGraw.
Ayes (4).
Nays (0). Resolution declared adopted.
WEST The City Administrator reported that a DNR Permit has been obtained
SAVAGE for spraying of the lily pads on West Savage Lake. That permit includes
LAKE spraying to obtain an open area around the island and channels connecting
properties to the open area. However, the permit excludes ffve properties
from having a channel. The Administrator indicated that he will discuss
this with the DNR and likely appeal the restriction.
Blesener asked if Mr. Day had been contacted with regard to coordination
of the spraying effort. The Administrator indicated that he has sent an
email to Mr. Day and asked to set up a meeting to coordinate the spraying
approach.
MGM The City Clerk reported that MGM Liquor, 2680 Rice Street, is requesting
LIQUOR to relocate Their liquor store to 2768 Rice Street. This relocation will put
OFF-SALE the MGM Liquor Store in very close proximity to the Ticrncy's Liquor
LIQUOR Store. The Clerk noted that there is noting in the State Statute nor City
LICENSE Code that would preclude this, given there are no minimum distance
requirements that would pertain.
Mike Helling, MGM Liquor, indicated that he would like to maintain his
business on Rice Sheet. He has been unable to negotiate a satisfactory
lease renewal in his current location. He has also looked at other locations
along Rice Street and has been unable to negotiate the needed space.
Helling reported that he is proposing to locate in the Bill Mellgren
building and has negotiated a rent substantially below what he is currently
paying. Helling also indicated that he would be entering into a 10-year
lease if the Council approved the liquor license transfer.
3
