<br /> MINDTES <br /> <br /> CITY COUNCIL <br /> <br /> AUGUST 11, 2010 <br /> Helling also reported that Mr. Mellgren has agreed to significant property <br /> improvements under the lease that would involve a clean up of the entire <br /> property. <br /> The Council discussed MGM's efforts to fnd another location along Rice <br /> Street with Helling indicating that it has been unfortw~ate that he could not <br /> either renegotiate his current lease or i~7nd a different location on Rice <br /> Street. <br /> Sisouk Vang, Tierney's Liquors, expressed his concern in having two <br /> liquor stores 50 yards aparC. Vang felt there were different locations that <br /> MGM could relocate to. Vang reported that his plans are to have <br /> Tierney's Liquors for the long term, and requested that the Council not <br /> allow MGM to locate so close. <br /> Chou Vang indicated that there be respect for one another and questioned <br /> the need for MGM to locate so close to "rierney's Liquors. <br /> Luke Knudsen pointed out that Tierney's Liquors is family owned and <br /> operated and felt having a large liquor store next to Tierney's will hurt this <br /> small business and families in the connnunity. He requested that the <br /> Council not allow the transfer to the proposed location. <br /> Bill Mellgren reported that his property has had vacancies for the past five <br /> years. He noted that he is a small business owner and indicated that if <br /> MGM is not allowed to move into his building, it will hurt his business <br /> tremendously. Mellgren indicated that the liquor stores are currently <br /> about one block apart and did not feel that moving them closer together <br /> would be detrimental. <br /> Keis indicated that this was a tough decision and indicated that he <br /> understands the economics. Keis stated that his view is that the City <br /> should not legislate where a business should go other than through <br /> application of the Zoning Codes. He noted that the City does not say that <br /> two gas stations cannot be located inclose proximity nor two hair salons. <br /> Montour agreed that this was a difficult situation. He pointed out that <br /> there are vacancies along Rice Street on both the Roseville and Little <br /> Caliada sides. Montour felt that there had to be other locations that would <br /> work for MGM. He noted, however, that the liquor codes do not preclude <br /> this, and there is no reason for the City not to allow it. <br /> Helling noted that his Off-Sale Liquor License was issued by the City of <br /> Little Canada, and it might be a lengthy or difficult process to obtain a <br /> similar license from the City of Roseville.
