MINUTES
PLANNING COMMISSION

AUGUST 12, 2010
reviewed the site plan and property conditions, and it complies with the
conditions of the original permit. The Code Enforcement Officer is
recommending re-issuance of the IUP for the five year term as requested.
Lee Rossow, 3164 Ryan Lane, indicated that he thought when the City
was redoing the Code relative to outdoor storage that the permits for off
site resident tenants would not terminate. Rossow stated that he had no
problem with afive-year IUP since this gives the City control over what is
going on in Ryan Industrial Park. Rossow stated that things are moving
nicely in Ryan Industrial Park. Business owners are making a lot of
updates and are self-policing their properties. Rossow stated that his hope
would be that if at the end of five years the property is incompliance, the
IUP could convert to an annual outdoor storage permit that is issued
administratively. Rossow suggested that R & S Automotive would favor
this as well.
Duray asked if Rossow has made any changes in his operation at 3164
Ryan Lane in the past year. Rossow reported that the property is operating
exactly the way it was when the IUP was issued. Rossow stated that he
has no intentions of making and changes, but if he does, he will be back
for an amendment.
Duray and Everson commented on the Code Enforcement Officer's report
that the property was incompliance. Duray indicated that the City
appreciates the job that Rossow is doing.
Fischer noted that the outdoor storage area appears to exceed the 60%
limitation. The City Planner indicated that the dimensions of the outdoor
storage have been verified, and meet the 60% rule. The Planner noted that
drive aisles and open space are factored out of the calculation.
Mr. Everson recommended approval of the Re-issuance of an Interim Llse
Permit for outdoor storage for off-site resident tenants for up to a five year
term at 3164 Ryan Lane as requested by Lee Rossow based on the
recommendation of the Code F,nforeement Officer as outlined in her report
dated August 4, 2010.
Motion seconded by Fischer.
Motion carried 4 - 0.
AMENllMENT The City Planner reported that the I-1 provisions of the Zoning Code
TO ZONING allow for outdoor storage as an accessory use by Conditional Use Permit
CODE & for property tenants that have a principle use on a property.
