MINUTES <br /> <br /> PLANNING COMMISSION <br /> AUGUST 12, 2010 <br /> IUP - also created an allowance for local businesses in the I-1 Disll~ict to <br /> 38 WEST rent a portion of their outdoor storage space to a Kittle Canada <br /> WOOllLYNN business that are not tenants of a property (principle use) by Interim <br /> AVENUE - Use Permit. The Planner indicated that R & S Automotive have a <br /> R & S number of outdoor storage tenants without an office presence on their <br /> AUTOMOTIVE property. R & S would like to be able to rent outdoor storage space to <br /> non-Little Canada businesses, and the Pla~mer indicated that this would <br /> require an amendment to the Zoning Code noting that current language <br /> reads: "the ownee of the storage material owns and operates a business <br /> (the "operator") in Little Canada zoned I-1". <br /> The Planner indicated that R & S has a Conditional Use Permit allowing <br /> outdoor storage for its tenants that also have an office presence on the <br /> property. They are seeking the Code Amendment and an IUP to allow <br /> them to rent outdoor storage space to non-Little Caizada businesses which <br /> will not have an office presence in their building. <br /> Lewie Rustad, R & S Automotive, indicated that they would like to rent <br /> outdoor storage space to a Little Canada business that is located across the <br /> street from them at 53 West Woodlynn Avenue. Duray asked if they have <br /> outdoor storage tenants that are not Little Canada businesses. Rustad <br /> reported that they allow Vadnais I-Ieights Boy Scouts to store on their <br /> property without charging them any rent. Rustad noted that their property <br /> is only 1,000 feet away from the City of Roseville, and they are not <br /> allowed to rent outdoor storage space to a Koseville business. Rustad <br /> reported that their primary renter just moved from their property given the <br /> crime rate. Rustad stated that they would like to rent to Ace Moving, <br /> which is located in Dave Holm's building at 53 West Woodlynn. Rustad <br /> reported that they have rented outdoor storage space to Figg Masonry for <br /> the past 30 years, noting that the owner is a Little Canada resident. <br /> Duray asked if the outdoor storage renters are Little Canada businesses. <br /> Rustad conunented that the restriction to Little Canada businesses did not <br /> make sense to him. The Planner indicated that if the R & S outdoor <br /> storage tenants are Little Canada businesses, then they ai•e eligible for an <br /> IUP under the current code. <br /> The Planner indicated that it was his understanding that the applicant was <br /> requesting to rent outdoor storage space to non-Little Canada businesses. <br /> 'this appears to not be the case based on Mr. Rustad's comments. The <br /> Planner stated that regardless, the Planning Commission should make a <br /> recommendation on the proposed code amendment which would open <br /> these IUP's to non-Little Canada businesses. The Planner also <br /> recommended that R & S submit an updated site plan showing exactly <br /> how much outdoor storage space they az•e renting and to whom. <br /> -3- <br /> <br />
