Fischer felt that if a residential <br /> occupancy was going to be allowed, it should be for a limited amount of <br /> time. Fischer stated that he may support one year, but did not favor a <br /> long-term residential use. Montreux replied that even one year would <br /> make the property available to rent and, in the meantime, it could be <br /> marketed as commercial. <br /> Fischer stated that his personal preference would be that the front be a <br /> non-residential use such as an office. He would be willing, however, to <br /> work out language that would provide for the residential use for no longer <br /> than one year. <br /> Duray asked about truck parking. The City Planner indicated that the <br /> business trucks would be parked indoors during non-business hours. He <br /> noted that the Code allows for the parking of up to ] 0% of the property <br /> with smaller commercial vehicles. Larger trucks would have to be parked <br /> indoors. F,verson asked about employee parking. "the City Planner <br /> indicated that the City could expect normal business traffic during the day. <br /> Duray suggested that a diagram should be provided showing the layout of <br /> the parking area. The Planner agreed that parking layout is undefined at <br /> this point. The Planner noted that in the staff report he did not recommend <br /> extensive improvements to the site given the presumption is that it will <br /> redevelop into something else. However, if the intended use is more than <br /> what the applicant is presenting, then a plan is needed to show more detail. <br /> Duray suggested that perhaps the matter should be tabled until a site plan <br /> is submitted. •fhe Planner stated that it sounds like this particular buyer <br /> does not need more use of the property than is what is being proposed. <br /> Montreux stated that she would like a little more liberal use of the <br /> property. She would like to rent it as a residential/commercial use while <br /> marketing the property for commercial use. There was some discussion <br /> about Mr. Heckel buying the property and the impact of that if the <br /> residential use is temporary. Montreux stated that Mr. I-Ieckel will not buy <br /> the property if the residential use is only allowed for one year. The City <br /> Planner pointed out that an Interim Use Permit is only valid for the term <br /> approved. Once it expires, a new Interim Ilse Permit must be applied for. <br /> Fischer noted that the Planner's recommendation for a development <br /> agreement addresses his concern about defining the City's long-term plait <br /> for the property. <br /> -K- <br /> <br />
