<br /> MINUTES <br /> <br /> PLANNING COMMISSION <br /> AUGUST 12, 2010 <br /> Duray again stated that he did not support the residential use, but was <br /> willing to work on the conmrercial use of the back of the property. Duray <br /> also pointed out that the Planning Commission is a recommending body <br /> and the Council will have the fnal decision. Fischer reiterated the fact <br /> that the Planning Commission was a recommending body, and stated that <br /> he was sh•uggling with the residential piece of this proposal. <br /> Mr. Hall recommended approval of the Amendment to PUD Permit to <br /> include residential occupancy of the existing house as well as commercial <br /> occupancy of the out-buildings for 2968 Rice Street subject to compliance <br /> with the recommendations of the City Planner, acrd subject to a one-year <br /> time limit for the residential use of tlris property. <br /> Motion seconded by Everson. <br /> Hall and Everson voted in favor. Duray and Fischer voted against. <br /> AMENllMENT The City Planner reported that St. Jude Medical has made application for <br /> TO I'UD an Amendment to a I'UD Permit to allow the construction of a three-level <br /> PERMIT - parking ramp as well as a new service entrance drive at their 177 County <br /> 177 COUNTY Road B East site. The parking structure would be located on the footprint <br /> ROAD BEAST - of their existing parking lot and would be utilized for staff parking. St. <br /> ST. JUDE Jude is also proposing to add a new service entrance along the west edge <br /> MEDICAL of the property. The Planner indicated that there appeals to be no inherent <br /> dangers resuhing from the addition of this drive. There is good visibility <br /> in the area. <br /> The City Planner indicated that the site plan is acceptable and he <br /> recommended approval subject to compliance with the conditions outlined <br /> in his report dated August 2, 2010. <br /> Steve Seviola, St. Jude Medical, appeared before the Commission and <br /> reported that the demand for parking at St. Jude has increased. As a result, <br /> St. Jude is requesting to be able to construct athree-level puking ramp as <br /> well as a new service entrance at their facility. Seviola reported that there <br /> are currently 462 parking spots on the site and 459 employees. A little <br /> over 100 employees have been added to the second shift, and there is a <br /> parking issue at shift change. Seviola reported that the parking ramp <br /> would cover tike footprint of the existing parking lot. The proposal is <br /> minimally invasive to the site and does not require many trees to be cut <br /> down. At this time the first parking deck would be installed, with the third <br /> deck constructed some time in the ihture when it is needed. Seviola <br /> reported that there would be a sheltered view of the parking deck from the <br /> road. Seviola commented that St. Jude is committed to the environment as <br /> -9- <br /> <br />
