MINUTES

Parks & Recreation Commission

Aug 5, 2010
Jay commented that he thought it was a great plan to extend a trail from the hub of
downtown St. Paul and extend through to the North Metro area. Sanders commented that
crossing Highway 36 and Highway 694 will be challenging. There is a lot of regional
interest in completing this trail, especially from Ramsey County and the cities of
Maplewood, Shoreview and Vadnais Heights. Sanders also stated that the trail will connect
a number of schools. He continued commenting on the historical aspect of the trail,
comrcting and restoring the Troutbrook Creek and the history and purpose of the St. Paul
Regional Water Department. On the health aspect, St. Jude's and the schools have an
interest in having the trail to improve and maintain healthy lifestyles.
ICE CREAM SOCIAL
Morelan reported that they used seven cases of ice cream and fifteen gallons of root beer at
the event held on July 29 in the Lower Shelter area of Spooner Park. He considered it a
huge success with a large participation of residents and Park & Recreation Commissioners
attending. He was pleased to announce that Culvers helped with a $250 financial donation to
offset expenses.
Morelan thanked Kevin Steinert for arranging this event. Steinert stated he would send
thank you letters to all the units that participated, including the Ramsey County Canine Unit,
the Little Canada Fire Department, A&W, and Culvers.
OLD
BUSINESS URAFTITIORDINANCE
Morelan distributed a draft of a proposed graffiti ordinance. He stated lie had made many
contacts with other cities with different ordinances. He stated this draft was a copy of the St.
Cloud ordinance. He asked that the commissioners review the draft and bring back
comments or changes to next month's meeting.
Morelan commented that there has not been a large amount of graffiti this year. I-Ie thinks
the extra patrolling of the parks by the Ramsey County Sheriffs has assisted in this decline.
Morelan reported he meets with par]<representatives from other cities and the Ramsey
County Sheriff personnel on a regular basis and the feedback has also assisted in making the
Sheriffs more aware of problems in specific parks.
PIONEER PARK IMPROVEMENTS UPDATE
Morelan stated that they will not be using pavers but instead they will pour concrete to set
the planters on so they do not sink into the ground at the enhance to Pioneer Park on
Centerville Road. Morelan will be contacting contractors and will incorporate this project
with other Spooner Park concrete projects that need to be done this fall.
