MINUTES
CITY COUNCIL

AUGUST 25, 2010
LitCle Canada businesses, and noC opened up to businesses in any other
city.
Sandberg asked if their outdoor storage area could be rented to Little
Canada residents that want Co store motor homes. Sandberg pointed out
the outdoor storage that is occurring at the mini-storage on County Road
B. The City Administrator reported that the Code >inforcement Officer
reviewed the file and found that a temporary permit for outdoor storage at
the mini-storage site has lapsed. City staff will follow up with code
enforcement action to correct this violation.
Montour felt the request before the Council was a difficult one. He noted
the hours of meetings that have been held discussing outdoor storage. The
City went fi•om considering the prohibition of all outdoor storage to
expanding it to allow off site outdoor storage for I-1 Little Canada
businesses by IUP. Montour noted the difficult times businesses are
having and the need to find ways to generate additional income. Montour
stated, however, that he did not want to make it advantageous for
businesses in other cities to bring their outdoor storage to LitCle Canada.
Sandberg pointed out that Quality Contracting leased outdoor storage
space from them until the time that they were able to purchase the former
Frattalone property. Sandberg suggested that if Quality had not leased
outdoor storage space in Little Canada, they may have ended up
purchasing a property in Roseville. Sandberg reported that four years ago
the property taxes on their property was $3,000 and now it is $9,000. He
indicated that they would be happy to make enough revenue from outdoor
storage to pay their annual property taxes.
Boss expressed support for R & S's request, noting that they have tried to
lease outdoor storage space to LitCle Canada businesses and have been
unsuccessful. Blesener stated that his position was that outdoor storage
should be accessory to a business. He noted that businesses generate jobs,
outdoor storage does not. Boss suggested that rather than open the
outdoor storage to any business, thaC perhaps the business should be
located within a certain radius of Little Canada. Blesener suggested that
would be difficult to cont~•ol.
Montour noted Chat the Council also expanded the amount of outdoor
storage area a property could have to a maximum of 60% of the lot.
Montour stated that the City has worked hard on this issue and that he did
not want to take a step backward. Keis agreed that the City worked hard
with its I-1 businesses on the issue of outdoor storage. Keis noted that
R & S has been renting to some long-term outdoor storage tenants.
