MINUTES
CITY COUNCIL
AUGUST 25, 2010
RESOL UTION NO. 2010-8-I91-DENYING THE AMENDMENT TO
THE ZONING CODE REQUESTED BYR & SAUTOMOTIVE
WHICH WOULD HAVE ALLOWED OUTDOOR STORAGE FOR
NON-LITTLE CANADA BUSINESSES
The foregoing resolution was duly seconded by McGraw.
Ayes (3). Blesener, McGraw, Keis.
Nays (2) Boss, Montour. Resolution declared adopted.
RE-ISSUE PUD Mayor Blesener opened the Public Hearing to consider the application for
PERMIT - Re-Issuance of an Interim Use Permit for outdoor storage for off-site
3164 RYAN resident tenants for up to a five year term as requested by I,ee Rossow for
LANE - property located at 3164 Ryan Lane.
LEE ROSSOW
The City Planner indicated that Mr. Rossow obtained an Interim Use
Permit to allow the leasing of off=site outdoor storage space to Quality
Contracting on property located at 3164 Ryan Lane. That IUP was for a
one-year period. The City recently amended the Code to allow the
issuance of an IUP for off site outdoor storage for up to five years. The
Planner indicated that the use of the property is not changing. Staff has
inspected the site and it is compliant with the terms of approval for the
IUP.
The City Administrator indicated that the Code Enforcement Officer has
inspected the property. The outdoor storage user is the same and the
property is compliant. Staff recommends approval of the re-issuance of
the IiJP for five years.
Lee Rossow, owner of 3164 Ryan Lane, appeared before the Council. He
indicated that the Council has worked hard on the issue of outdoor storage
and has made a lot of compromises. Rossow suggested that as the City
becomes more comfortable with the issue of off site outdoor storage,
perhaps some time in the future there may be room for expanding the
requirements. Rossow requested the re-issuance of the IUP for his
property for five years, and suggested that at the end of That time, perhaps
the Council would revisit the issue. Rossow further comments that being
able to lease this space for outdoor storage has been good for the land,
better than having vacant property, and allowed him to generate some
additional income.
Rossow also informed the Council that he tried to lease outdoor storage
space by sending out flyers, and that method just does not work. Rossow
suggested that R & S approach the Council in a year or so to see if there is
enough comfort level to amend the ordinance. He agreed that property
owners need space to lease for storage of RV's and boats etc.
7
