MINUTES

CITY COUNCIL

SEPTEMBER 8, 2010
THE GRABA PROPERTIES, LLC LOANAGREEMENT AS
RECOMMENDED BY THE CITYADMINISTRATOR
The foregoing resolution was duly seconded by McGraw.
Ayes (5).
Nays (0). Resolution declared adopted.
ORDINANCE 'The City Administrator reported that as part of the City's goal to address
RESTRICTING deer management, there was discussion on restricting the feeding of
THE FEEDING wildlife. The City Administrator reported that he has reviewed a number
OF of ordinances which restrict the feeding of wildlife and felt that the one
WILllL1FE included in the Council packet was superior as it applies to all wildlife, not
just selected species; does not limit wild song bird feeding; has a
measurable quantity of food to make it clear to residents and easier for
enforcement; and has appropriate exceptions.
There was some discussion on the quantity of food which is restricted to
no more than one cubic foot with McGraw indicating that he would like
the maximum set at some smaller amount. The Administrator noted that
there are some large bird feeders, and the one cubic foot was an attempt to
be a compromise.
The consensus of the Council was in support of the ordinance. The
Administrator indicated that he would bring the ordinance back in the
proper format for Council consideration at an upcoming meeting.
HAZARDOUS 1'he Administrator reported that quotations have been obtained for the
ABATEMENT abatement of hazardous materials at 2404 Rice Street (the former Hostess
& Bakery site) and 2825 County Drive. Pour quotes were received and were
DEMOLITION subject to one company doing both sites. The low quote was from
QUOTES Sheltertech in the amount of $8,860, and will cover the abatement of
asbestos and hazardous materials at those sites in preparation for
demolition.
Quotes were also obtained for demolition of both sites. Five quotes were
received, again subject to one company doing the demolition of both sites.
The low quote was from Carl Bolander & Sons in the amount of $41,982.
The City Administrator recommended that the low quotes be awarded.
The contractors will be required to obtain all necessary permits and meet
all PCA standards.
Mr. Keis introduced the following resolution and moved its adoption:
ll
