<br /> MINUTES <br /> <br /> CITY COUNCIL <br /> <br /> OCTOBEI213, 2010 <br /> CITY STAFF TO REMOVE WORK ITEMS WHERE THEY FEEL <br /> COSTS SAVINGS CAN BE ACHIEVED AND THE BID AWARD <br /> REDUCED, AND SUBJECT TO WORKING WITH THE <br /> CONTRACTOR ON MODIFICATIONS TO THE TRAIL RADII TO <br /> REDUCE THE BID AWARD AMOUNT, AND IFANAGREEABLE <br /> PRICE ISN'T OBTAINED, TO DELETE THE RADH WORK FROM <br /> THE CONTRACT, AS RECOMMENDED BY THE CITY <br /> ADMINISTRATOR <br /> The foregoing resolution was duly seconded by Montour. <br /> Ayes (4). <br /> Nays Keis. Resoluion declared adopted. <br /> ASSESSMENT The City Administrator noted that earlier this year the Council discussed <br /> POLICY the assessment of double and triple frontage commercial properties for <br /> MODIFICATIONS road improvements when those properties do not have access to the road <br /> being improved. It was the consensus of the Council at that time to assess <br /> those properties at the residential rate for improvements on roads they do <br /> not access. 'The Administrator pointed out that this was done for the <br /> Condit Street improvement. The assessment was contested in court, and <br /> the City's policy was upheld. With regard to 2010 Improvements, this <br /> situation exists in both the Rice Street and the Iona Lane improvements. <br /> The City Administrator recommended adoption of this amendment to the <br /> Assessment Policy as described. <br /> Mr. Montour introduced the following resolution and moved its adoption: <br /> RESOLUTION NO. 2010-IO-237- AMENDING THE CITY'S <br /> ASSESSMENT POLICY TO PROVIDE FOR THE ASSESSMENT OF <br /> COMMERCIAL PROPERTIES FOR IMPROVEMENTS TO <br /> STREETS TO WHICH THEY DO NOT HAVE ACCESS AT THE <br /> RESIDENTIAL RATE AS RECOMMENDED BY THE CITY <br /> ADMINISTRATOR AND THE CITY ENGINEER <br /> "fhe foregoing resolution was duly seconded by Boss. <br /> Ayes (5). <br /> Nays (0). Resolution declared adopted. <br /> RFP's "1'he City Administrator reported that based on the City's Financial Policy, <br /> FOR requests for proposals (RFPs) should be taken on consultant services every <br /> PLANNING, five years. IIe noted that three years ago RFPs were taken on legal and <br /> ENGINI;EI2INU, auditing services. The Administrator recommended that RFPs now be <br /> AND BOND obtained for planning, engineering, and bond counsel services. The <br /> 5 <br /> <br />
