The street was originally constructed in 1979. Due to several contributing factors <br />including construction traffic from adjacent neighborhood construction and lot <br />filling and home construction along Payne Avenue itself, overweight hauling, poor <br />soils, and only a 5 -ton design the street began to fail prematurely within a few <br />years. After several meetings and proposals for correction an improvement <br />project was approved in 1989 and completed in 1990. The improvement <br />included the reconstruction of two sections of the street with fabric, draintile, and <br />sand and new bituminous with the remainder of the street receiving a 2" overlay <br />after some patching. This improvement brought Payne Avenue up to a 7 -ton <br />design. Due to the premature failure of the street a unique plan. was used to fund <br />the improvement, where residents were only assessed approximately 30% of the <br />costs with the City picking up the remainder. <br />The estimated Pavement Management rating for the road in its current state is 64 <br />out of 100. The street suffers from wheel track rutting, extensive cracking with <br />some areas of severe edge cracking and alligator cracking along a significant <br />portion of the roadway. The area from the powerlines to County Road D is in <br />better condition than the remainder of the street and this can be explained by the <br />fact that it was the largest area fully reconstructed in 1990. The street is <br />showing signs of its age and normal deterioration, but currently is not in need of <br />full reconstruction as the concrete curb and gutter remains in relatively good <br />condition. <br />Sanitary sewer and water service are provided to all properties along both <br />streets. The street is served with storm sewer, but only has 4 catchbasins to <br />allow water from the gutterline into the system. The system also accepts water <br />from a backyard drainage swale behind the homes to the west of Payne Avenue. <br />The existing structures on the north end of the street are in good condition, but <br />the structures on the south portion of the street are in need of replacement. <br />Public Works staff is also reviewing the condition of the storm sewer pipe serving <br />the backyard drainage swale for signs of deterioration. <br />VI. INFORMATIONAL MEETINGS <br />Informational meetings were held for all streets on November 15th, 2010 to gather public <br />input on the proposed project from those adjacent to the improvements. Copies of the <br />sign -in sheets and complete meeting minute notes for these meetings are included in <br />Appendix D. <br />VII. PROPOSED IMPROVEMENTS <br />A. DIANNA LANE <br />Dianna Lane is proposed to be reconstructed to a 28 -foot wide drive surface with <br />concrete curb and gutter. The existing storm sewer system is being reviewed as <br />part of the design and will be expanded and /or replaced to provide improved <br />drainage of the street and boulevard areas. At this time we have assumed that <br />the existing outlet pipe from the street to Lake Gervias is sufficient for use as the <br />outlet for the new storm sewer system. <br />6 <br />9 <br />
