PAYNE AVENUE <br />8:00 P.M. DIANNA LANE <br />The foregoing resolution was duly seconded by Boss. <br />Ayes (5). <br />Nays (0). Resolution declared adopted. <br />The City Administrator reviewed the City Engineer's report dated <br />December 8, 2010 recommending a 3% increase in the capped assessment <br />rate. That would bring the maximum assessment rate for front foot to <br />$61.50. It was noted that the assessment cap did not change in 2009, but <br />was adjusted in 2010. The adjustment is based on the City Engineer's <br />analysis of the bid market as well as cost of materials. <br />Mr. McGraw introduced the following resolution and moved its adoption: <br />RESOLUTION NO. 2010 -12 -297 ADOPTING THE 3% <br />ADJUSTMENT IN ASSESSMENT CAP AS RECOMMENDED BY <br />THE CITY ENGINEER IN HIS REPORT DATED DECEMBER 8, <br />2010 <br />The foregoing resolution was duly seconded by Boss. <br />Ayes (5). <br />Nays (0). Resolution declared adopted. <br />The City Administrator reviewed the City Engineer's report dated <br />December 10, 2010 recommending a driveway access curb replacement <br />standard for those properties where surmountable curb access to their <br />driveway is very rough could be improved. The Administrator noted that <br />the standard proposed is based on what was done as part of the Ontario <br />Road improvement. He felt it important to formalize this policy going <br />forward. <br />The Council agreed. Blesener recommended that the standard be clarified <br />to point out that this applies only as part of road reconstruction projects. <br />Ms. Boss introduced the following resolution and moved its adoption: <br />RESOLUTION NO. 2010 -12 -298 ADOPTING THE DRIVEWAY <br />ACCESS CURB REPLACEMENT POLICY STANDARD AS <br />RECOMMENDED BY THE CITY ENGINEER IN HIS REPORT <br />11 <br />
