Planning Commission
January 5, 2011
Page Two
Storm Water Pollution Prevention Plan
1. Additional detail should be provided for the inlet protection on the existing
loading dock trench drains, as the typical method shown in the plan details
will not work.
2. Estimated quantities for erosion control items must be provided on the
SWPPP.
3. A note should be added to the SWPPP indicating a fine for a Contractor not
complying with the SWPPP or plans /specifications within an acceptable
timeframe.
4. A note should be added that requires the Contractor to have a minimum of 1
individual certified in Construction Site Management.
5. Note 14 should be modified to be applicable to the St. Jude site.
6. The silt fence installation is shown behind the outlet to the first pond area.
Inlet protection must be provided at this outlet FES.
Miscellaneous
1. The landscape plan referred to on sheet C1.2b should be provided for review
and comment. The landscaping plan should also address vegetation
establishment in the storm water ponding and infiltration areas.
2. Storm water calculations must be provided for the 2, 10, and 100 -year storm
events along with pipe capacity calculations for review prior to final approval.
3. The project disturbance size is over 1 -acre; therefore a Ramsey Washington
Metro Watershed permit is required and a copy of the permit should be
provided to the City.
4. The extension of the existing parking lot to the south and associated retaining
wall will result in new improvements over the existing watermain and increase
the depth of the watermain in that area. This in turn will increase the cost
associated with any future work necessary on the watermain for maintenance
and repair. We would recommend that the property owner be required to
provide an agreement whereby these future additional costs will be borne by
the property owner and not the City.
Please contact me if you have any questions regarding the above information at (763)
780 -0450 ext. 3.
Sincerely,
ELFERING ASSOCIATES
Lee Elfering, P.E
City Engineer
cc: Bill Dircks, Public Works Director
Ltr- 010511 -PC
10062 Flanders Court NE, Blaine, MN 55449 Phone: (763) 780 -0450 Fax: (763) 780 -0452
