MINUTES <br />CITY COUNCIL <br />JANUARY 10, 2011 <br />The Engineer then reviewed the City's Assessment Policy noting that the <br />cost of a mill and overlay project is shared equally between the City and <br />property owner. He noted, however, that the cost of storm sewer repairs is <br />not assessed to property owners, but paid by the City. The Engineer <br />estimated that the total amount to be assessed against Payne Avenue <br />properties is $142,500, and pointed out that a per unit assessment method <br />is being proposed. <br />The City Engineer then reviewed assessment payment methods which <br />include payment of the assessment in full or part by the property owners <br />with no interest within 30 days of adoption of the assessment. Property <br />owners can also have their assessment certified to Ramsey County for <br />collection with property taxes. Those assessments would be spread over a <br />10 year period. Interest would be charged, with the Engineer noting that <br />the interest rate for 2010 assessments was 5 He anticipated that the rate <br />would be slightly higher for 2011 assessments certified to property taxes. <br />The Engineer then reviewed the proposed project schedule as well as <br />construction issues. <br />The Engineer then asked for questions from the general public. <br />Karen Bowman asked how long the project will take. The City Engineer <br />reported that the entire project should take about six weeks. The <br />contractor will have the option of choosing a start date. Once work <br />begins, however, the contractor will have a defined time period to <br />complete the project. <br />Blesener noted the discussion relative to storm sewer which occurred at <br />the neighborhood meeting. The City Engineer reported there are two <br />catch basins south of Allen Avenue that will be removed and replaced. It <br />was noted that the cost of storm sewer work is paid by the City and will <br />not be assessed to property owners. <br />One property owner pointed out that there are some drainage problems <br />with an existing swale in the area. The City Engineer reported that the <br />City will be televising the pipe in the area to determine whether it is <br />working properly. It was noted that there is another drainage pipe at the <br />north end of Payne. The Engineer indicated that this pipe was just <br />televised and it is working. The ground is somewhat unstable, and there is <br />some movement in the pipe, but it appears that the joints are holding <br />together. <br />9 <br />
