MINUTES <br />CITY COUNCIL <br />JANUARY 10, 2011 <br />The City Engineer reviewed the existing road conditions as well as the <br />proposed improvement which consists of a mill and overlay of the entire <br />length of roadway and repair and /or replacement of damaged curb. The <br />Engineer also indicated that the City is providing the option of <br />replacement of curb in the front of driveways to improve driveway access <br />at a cost to be shared by the property owner and the City. Replacement of <br />this curb section would also require residents to replace a portion of their <br />driveway at their own cost to blend the driveway with the new curbing <br />elevation. <br />The Engineer estimated the proposed project cost at $115,000.00. He <br />indicated that the city has received very competitive bids the last three <br />years due to aggressive contractor competition. He expected bids to be <br />competitive again this year, although noted that higher oil costs may <br />impact bid prices. <br />The Engineer then reviewed the City's Assessment Policy noting that the <br />cost of a mill and overlay project is shared equally between the City and <br />property owner. I -Ie noted, however, that the cost of storm sewer repairs is <br />not assessed to property owners, but paid by the City. The Engineer <br />estimated that the total amount to be assessed against Aspen Circle <br />properties is $56,000, and pointed out that a per unit assessment method is <br />being proposed. The Engineer noted that the property at 807 Aspen Circle <br />appears to be subdividable, therefore would be assessed for two units. The <br />property owner could defer the assessment for the subdividable portion of <br />the property, and the Engineer noted that that assessment would never be <br />collected if the property is not divided. <br />The City Engineer then reviewed assessment payment methods which <br />include payment of the assessment in full or part by the property owners <br />with no interest within 30 days of adoption of the assessment. Property <br />owners can also have their assessment certified to Ramsey County for <br />collection with property taxes. Those assessments would be spread over a <br />10 year period. Interest would be charged, with the Engineer noting that <br />the interest rate for 2010 assessments was 5 He anticipated that the rate <br />would be slightly higher for 2011 assessments certified to property taxes. <br />The Engineer then reviewed the proposed project schedule as well as <br />construction issues. <br />The Engineer then asked for questions from the general public. <br />A property owner noted that there is limited traffic on Aspen Circle, and <br />asked the typical life of a roadway.
