MINUTES <br />CITY COUNCIL <br />JANUARY 10, 2011 <br />Aspen Circle is at the point where it needs work, and estimated that a mill <br />and overlay could extend the life another 18 years. At that point it may be <br />possible to do another mill and overlay or possibly a full reconstruction <br />would be needed. <br />One property owner asked if roads were designed to last 40 years. The <br />City Engineer stated that with maintenance it is possible to get 40 years. <br />One property owner suggested that the Council take a poll of property <br />owners asking who is in favor of the project. Another property owner <br />pointed out that when the possibility of a road improvement was first <br />suggested, gas prices were at $2.50 per gallon. The cost of oil is rising, <br />and 3 or 4 years from now it could be at $5.00 per gallon. The City <br />Engineer agreed that rising oil prices will impact the cost of the project. <br />I -le also noted that the competitive bidding market should result in <br />favorable bids, but pointed out that how long that market condition will <br />last is an uncertainty. The Engineer indicated that the longer the project is <br />delayed, the more expensive it will be. <br />The City Administrator stated that this is the third year that the City <br />anticipates a favorable bid market. The Administrator noted that while the <br />improvement of Aspen Circle could be delayed a year or two, the risk is <br />that it will deteriorate to the point of needing full reconstruction as well as <br />the risk that the favorable bidding climate will no longer exist. The <br />Administrator recommended that the project be put out for bid, and if bids <br />are not favorable, they can be rejected. <br />One property owner asked the percentage of the street that is in bad shape <br />needing the mill and overlay. This property owner indicated that he has a <br />construction background, has done asphalt inspections, and noted that <br />there has been virtually no patching needed on Aspen Circle. This <br />property owner felt seal coating was all that was needed at this time. <br />The City Engineer noted that the pavement rating for Aspen Circle was 74 <br />with the range of 60 to 80 failing in the range justifying a mill and overlay. <br />The Engineer noted that the rating is at the higher end of the range, and <br />agreed that the project could be delayed a year or two. However, delaying <br />the project may increase the cost. <br />A property owner indicated that the City has done a good job seal coating <br />and crack filling Aspen Circle and stated that the street looked to be in <br />pretty good condition. The only wear on the seal coating is in front of <br />driveways where cars turn in and out of driveways. <br />4 <br />
