MINUTES <br />PLANNING COMMISSION <br />JANUARY 13, 2011 <br />weeks, and would be ensuring that parking lots are fully plowed from edge <br />to edge. <br />Pechmann indicated that the issue of concern relates to the use of the rest <br />of the building, compatibility between uses, overlap of traffic, etc. He <br />noted that at this time the building is not full. <br />The City Planner pointed out the issue of concern being raised is that of <br />traffic flow and the fact that there is no drop off lane available for parents <br />dropping off children at school. The advantage, however, is that there is <br />adequate parking allocated to the space that the school would like to <br />occupy. <br />Fischer indicated that it would be the same parents dropping off their <br />children each day, so they would be familiar with the site and how the <br />traffic flows work. <br />Pechmann asked what the proposed school year would be. Worrell replied <br />that in addition to the normal school year, there would be three weeks of <br />summer school in both June and August. There would be no school in <br />July. <br />Knudsen stated that he was inclined approve the PUD Permit for the <br />school, but suggested that the parking for the school be designated. <br />Barraclough agreed. The City Planner indicated that the Commission <br />could recommend school parking be designated as well as that there be no <br />waiting allowed in the drive aisle. Pechmann felt that was a good <br />solution. <br />Duray asked about the addition of a curb cut onto Nadeau Road. The City <br />Planner noted that the City has restricted Nadeau Road to residential <br />traffic. To add a curb cut would open that street up to truck traffic. <br />Barraclough expressed his support for the school, and suggested that the <br />designation of parking as well as prohibiting drive aisle waiting should <br />address the site concerns discussed this evening. <br />Fischer noted the broader issue of the use of the area as a whole and more <br />specifically the compatibility of uses within the building. The City <br />Planner stated that the use is not automatically out of character with the <br />neighborhood. He indicated that the PUD Permit process gives the City <br />the opportunity to review potential uses of the site relative to compatibility <br />and site workings. <br />-6- <br />
