MINUTES <br />CITY COUNCIL <br />JANUARY 26, 2011 <br />Keis asked about proficiency testing for the children. Worrell explained <br />the variety of sources that provides this testing. <br />There was no one else present from the general public wishing to <br />comment on this matter. <br />Upon motion by Boss, seconded by McGraw, the public hearing was <br />closed. <br />Blesener stated that he has concerns about traffic, and felt that this was <br />likely not a good location for a school. Blesener was also concerned that <br />there was no outdoor area for recreational activities for the children. <br />Montour stated that the lack of licensing requirements was a concern. <br />However, he noted that the things the City does have control over is the <br />number of children that would be allowed at the school as well as parking <br />issues. Montour asked how Dynamic Connections would address any <br />concerns expressed by parents. Worrell reported that they have developed <br />an employee handbook and all employees would be required to follow a <br />code of ethics. Worrell stated that the school would be held responsible <br />by the parents. Leanne Mairs noted that hers and Worrell's professional <br />licenses would come into review if there were complaints about the <br />school. <br />McGraw again stated that his concern is that this school has no licensing <br />requirements. McGraw stated that he understands what happens when <br />there are difficulties between parents and teachers, or occupational <br />therapists, or social workers. <br />Keis stated that he was not sure that the Council could say whether this <br />was an appropriate business with appropriate regulation. He felt the <br />Council must determined whether this was an appropriate location for this <br />type of use. The City Planner agreed that the issues were location and <br />whether the use fits the property. <br />Montour felt that this use was an odd fit, but noted that the massage <br />therapist and the psychologist were odd fits as well. Montour indicated <br />that they may be another location in the City where the home school <br />academy might be a better fit, but noted that the applicant feels this is a <br />good location to start up their business. <br />Mr. Montour introduced the following resolution and moved its adoption: <br />RESOLUTION NO. 2011 -1 -26 APPROVING A PUD PERMIT FOR <br />AN INTERIOR USE TO ALLOW FOR A TUTORING SERVICE <br />CENTER FOR CHILDREN WITH AUTISM AT 2905 COUNTRY <br />7 <br />
