MINUTES <br />CITY COUNCIL <br />JANUARY 26, 2011 <br />DRIVE, DYNAMIC CONNECTIONS, SUBJECT TO COMPLIANCE <br />WITH THE RECOMMENDATIONS OF THE PLANNING <br />COMMISSION AS FOLLOWS: <br />Maximum of 15 students allowed; <br />No curriculum that is focused on outdoor activities; <br />The designation of specific parking spots to the school for the use <br />of dropping off and picking up students; <br />The installation of signage prohibiting parking or waiting in the <br />drive aisle area; <br />AND SUBJECT TO THE TERM OF THE PUD PERMIT TO <br />COINCIDE WITH THE TERM OF THE LEASE (38 MONTHS), <br />WITH DYNAMIC CONNECTIONS TO COME IN FOR A RE- <br />APPROVAL OF THE PUD PERMIT AT THE END OF THE LEASE <br />TERM, AND SUBJECT TO THE INSTALLATION OF SIGNAGE ON <br />COUNTRY DRIVE INDICATING THAT THERE ARE CHILDREN <br />PRESENT IN THE AREA <br />The foregoing resolution was duly seconded by Keis. <br />Ayes (3). <br />Nays (2) Blesener, McGraw. Resolution adopted. <br />Blesener again stated that his position was that this use was not a good fit <br />for the area and noted the lack of space for outside activities. McGraw <br />agreed, and noted his additional concern for safety given the high traffic <br />volumes in the area. <br />PUD PERMIT Blesener opened the Public Hearing to consider the application of <br />MASSAGE Shu Qin Xu for a PUD Permit to allow a massage therapy business <br />THERAPY- at 2864 Middle Street, as well as applications for Massage Therapy <br />2864 MIDDLE Business License and Massage Therapist License. It was noted that <br />STREET the City Planner and the Planning Commission recommended <br />SHU QIN XU approval of the PUD Permit subject to conditions. <br />The City Planner reviewed his report dated January 7, 2011 relative to this <br />application, noting that Shu Qin Xu would like to locate a massage <br />therapy business in the lower level of 2864 Middle Street. He noted that <br />the City Code limits the number of massage therapy businesses to three, <br />and this would be the third such business in the City. The Code also limits <br />the number of massage therapists at any such business to three. The <br />applicant has indicated that in addition to herself, she would have one to <br />two massage therapists working at her business. Each massage therapist is <br />required to be individually licensed. The City Planner recommended <br />8 <br />
