MINUTES <br />CITY COUNCIL <br />JANUARY 26, 2011 <br />approval of the PUD Permit subject to compliance with all City Code <br />licensing requirements. <br />Jim Wang, representing Shu Qin Xu, indicated that Xu currently has a <br />massage therapy business in Hopkins and would like to open a second <br />business to serve this area. Wang again noted that in addition to Xu <br />working as a massage therapist, she would have one or two other <br />therapists. <br />It was noted that Xu meets the educational requirements under the City <br />Code to obtain a massage therapist license, and a Sheriff's Background <br />Check on Xu was satisfactory. <br />There was no one present from the general public wishing to comment on <br />this matter. <br />Upon motion by McGraw, seconded by Keis, the public hearing was <br />closed. <br />Mr. McGraw introduced the following resolution and moved its adoption: <br />RESOLUTION NO. 2010 -1 -27 APPROVING A PUD PERMIT TO <br />ALLOWA MASSAGE THERAPY BUSINESS AT 2864 MIDDLE <br />STREET AS REQUESTED BY SHU QIN XU SUBJECT TO <br />COMPLIANCE WITH THE RECOMMENDATIONS OF THE CITY <br />PLANNER AS OUTLINED IN HIS REPORT DATED JANUARY 7, <br />2011, AND APPROVING A MASSAGE THERAPY BUSINESS <br />LICENSE AND A MASSAGE THERAPIST LICENSE FOR SHU QIN <br />XU AS REQUESTED <br />The foregoing resolution was duly seconded by Boss. <br />Ayes (5). <br />Nays (0). Resolution declared adopted. <br />AMEND Blesener opened the Public Hearing to consider an Amendment to the <br />ZONING Zoning Code relative to asphalt plants, concrete ready -mix plants, and <br />CODE- other aggregate materials processing as Permitted, Conditional, Interim, <br />ASPHALT or Prohibited Uses in the Industrial and Planned Unit Development <br />PLANTS, Districts. It was noted that the City Planner and Planning Commission <br />ETC. recommended approval of the amendment as presented. <br />The City Planner reported that there was a recent issue in the City of <br />Roseville related to the proposed construction of an asphalt plant. This <br />proposal was denied by Roseville, and it was suggested that Little Canada <br />9 <br />
