MINUTES <br />CITY COUNCIL <br />FEBRUARY 9, 2011 <br />The Council then discussed whether or not to proceed with the business <br />focus group, and it was the consensus that the focus group be left as an <br />open issue at this time. <br />If the Council is supportive of proceeding with the residential survey, the <br />Administrator recommended that the Council call for a workshop meeting <br />on February 23 to begin formulating survey questions. The <br />Administrator indicated that he would inform Decision Resources that the <br />primary focus of the survey would be budget issues. He also suggested <br />that the business focus group could be discussed with Decision Resources <br />at that time. <br />Montour introduced the following resolution and moved its adoption: <br />RESOLUTION NO. 2011 -2 -38 APPROVING MOVING FORWARD <br />WITH A RESIDENTIAL COMMUNITY SURVEY BY DECISION <br />RESOURCES, UNDER THE PARAMETERS THAT THE FOCUS OF <br />THE SURVEY WILL BE KEPT AT A MINIMUM AND THE COST <br />WILL BE CAPPED AT $15,000, AND CALLING A WORKSHOP <br />MEETING FOR WEDNESDAY, FEBRUARY 23, 2011, 6:00 P.M. TO <br />BEGIN THE PROCESS OF COMPILING QUESTIONS <br />The foregoing resolution was duly seconded by McGraw. <br />Ayes (5). <br />Nays (0). Resolution declared adopted. <br />2011 The City Administrator reported that the City Engineer has completed <br />IMPROVEMENTS plans and specifications for the 2011 Improvements and is recommending <br />the City call for bids on March 23` with consideration of bid award to <br />occur at the April 13 Council meeting. These improvements include: <br />Ontario Road (County D to south end) -full depth mill and overlay; <br />Jessica Court-mill and overlay; <br />Payne Avenue -full depth mill and overlay; <br />Dianna Lane reconstruction. <br />Keis reconfirmed that if the bids come in higher than expected, the City <br />can reject all or portions of the bids. The Administrator replied that that <br />was correct. He also indicated that the City Engineer would be having a <br />design review meeting with property owners impacted by the projects. <br />Blesener asked about the assessment of Dianna Lane given the issue with <br />the outlot. The City Administrator reported that the City can move <br />forward with the reconstruction project if the bid is favorable.
