MINUTES <br />CITY COUNCIL <br />NOVEMBER 12, 2025 <br />The Parks and Recreation Director stated that the communities they spoke with regretted not installing <br />proper AV equipment, having a kitchen that was too large, and not planning for future sustainability. <br />Kwapick thanked all the members who volunteered their time to serve on the TAC, recognizing the <br />time and effort that was required. He believes that the project is important, noting the winter <br />conditions that make it hard for people to gather. He stated that this would provide space for members <br />of the community to host parties and events, and to have programming space. He stated that he was <br />pleased to see the connection to the outdoor spaces and investments the City has made in Pioneer Park <br />as a whole. He stated that they will need to be creative in the way that this is funded, as they do with <br />all projects, to ensure that the financing will work for the community as well. <br />Gutierrez stated that she was a member of the TAC and agreed that there were many hours spent. She <br />stated that some cities regretted cutting costs in certain areas. She liked that they are building off of <br />the amazing park they already have and making the building an expansion of that with bathrooms, <br />rentable space, and space for public gatherings. <br />Miller stated that he was also on the TAC and previously served on the Parks and Recreation <br />Commission, recalling the Pioneer Park Master Plan process. He recognized the time and effort that <br />was spent to get to this level of detail and appreciated the members of the community who provided <br />input throughout this process, and was excited to see the final design and plans being developed. <br />Gutierrez recognized and thanked the Parks and Recreation Director for his leadership throughout this <br />process. Malone also thanked the members of the TAC. <br />Mayor Fischer stated that when he joined the Council, there was always a desire for community <br />building, and that became a bigger topic in the past ten years. He stated that the survey results showed <br />public support for the project, which was refreshing, and he was really impressed by the work and <br />progress of the TAC. He thanked everyone involved for their dedication and passion. He stated that <br />the recommendations are perfectly reasonable, and because the Council has been updated throughout <br />the process, he did not find anything surprising. He recognized that as they move forward, they may <br />have to rein in the plans to fit the appropriate budget. <br />Miller introduced the following resolution and moved its adoption: <br />RESOL UTION NO. 2025-11-171— A CCEPTING THE COMMUNITY B UILDING TA C <br />REPORT AND RECOMMENDATIONS AND A UTHORIZE STAFF TO DEVELOP A <br />REQUEST FOR PROPOSALS (RFP) TO PROCURE ENGINEERING AND DESIGN <br />SER VICES FOR A COMMUNITY B UILDING <br />The foregoing resolution was duly seconded by Malone. <br />Ayes (5). Nays (0). Resolution declared adopted. <br />LITTLE CANADA ROAD IMPROVEMENT PROJECT STREETSCAPE PLAN UPDATE <br />The City Engineer explained that tonight the Council will receive an update on the Little Canada Road <br />streetscape plan for the proposed project. <br />3 <br />
