MINUTES <br />CITY COUNCIL <br />NOVEMBER 12, 2025 <br />Eric Holt, Bolton & Menk Landscape Architect, presented the current layout plan for the project, <br />highlighting the different road improvement elements and providing more details on the proposed <br />landscaping and streetscaping elements. He presented information on streetscape character, <br />vegetation, hardscape and furniture, roundabout wall form, roundabout wall finish, and signage. <br />Mayor Fischer asked how easily the walls are repaired/replaced, as they could easily be damaged by <br />vehicles. Holt replied that they are relying on the curb to deter vehicles, but the walls would be <br />paneled, which would make it easier to replace/repair. He provided additional details on the distance <br />the walls would be set back from the roadway. <br />Malone asked if there was feedback from other projects on whether the decorative concrete ramp <br />would become tempting for skateboards. Holt replied that those were just examples of the materials, <br />and they would rely on City standards for seating and other features. He did not anticipate including <br />any features that would be tempting for skating. <br />Miller commented that he likes the concept and is excited for the new version of the design plans. <br />Mayor Fischer asked for information on the maintenance needs of the plants and how often staff would <br />need to maintain the plants. Holt replied that it would remain to be determined whether that occurs by <br />City staff or outside contractors. He noted the maintenance strip that would be included to allow <br />someone to stand and perform maintenance. He stated that there would be valves to connect hoses <br />within the area to ensure they do not need to drag hoses or use a water truck, and also explained that <br />the plants would be drought -tolerant once established. <br />Malone asked if they would ensure that plantings do not interfere with sightlines. The City Engineer <br />confirmed that they have identified the sightlines to ensure that any plans do not interfere with <br />visibility. <br />Mayor Fischer thanked staff for the update, and for the time and effort that have been put into this. <br />ADOPT 2026-2035 CAPITAL IMPROVEMENT PLAN <br />The Finance Director stated that the Council is asked to approve the 2026-2035 Capital Improvement <br />Plan (CIP), noting that this topic has been discussed in detail during a previous Council workshop. He <br />reviewed background information on the CIP, funding, and project types. He provided more <br />information on Fund 400 and its sources of revenue. <br />The Public Works Director provided additional details on the need for different pieces of equipment <br />included within the plan. <br />The Assistant City Administrator provided more details on the wayfinding program professional <br />services item included in the draft plan. <br />The Parks and Recreation Director provided more information on the parks and recreation items <br />included in the draft plan. <br />M <br />
