MINUTES CITY COUNCIL NOVEMBER 12, 2025 The Finance Director provided additional information on the projected fund balance. He provided more information on Fund 450. The Public Works Director provided more details on the road network ratings and pavement management plan. The Finance Director provided information on fund 450, including revenues, expenditures, budget highlights, and projected fund balance. He then provided similar information on Fund 456 and Fund 457. The Public Works Director provided more details on pond maintenance and rain garden maintenance projects included in the plan. The Finance Director continued his review, providing information on Funds 603 and 604. The Public Works Director provided information on the proposed project for the water tower inspection, booster station pump #2, sanitary sewer lining, and County Road B lift station/force main projects included in the plan. Mayor Fischer referenced the sewer lining project, which appears to go through Veterans Memorial Park, and asked for more information. The Public Works Director replied that portion of the project has been completed and the map was just a reference. He indicated there is no disturbance above ground and utilizing existing structures and pipe to perform the work. The Council thanked staff for the comprehensive review. Mayor Fischer commented that there was a time when the city did not have a Capital Improvement Plan, and it began with a three-year plan, which has evolved into a ten-year plan. He recognized that the projects included in the near years are firmer, while the items further out in the plan are more estimates as the plan is meant to be a guide to plan for the future and can be adjusted as needs become more known. Malone introduced the following resolution and moved its adoption: RESOLUTIONNO. 2025-11-172 —APPROVING THE 2026-2035 CAPITAL IMPROVEMENT PLAN The foregoing resolution was duly seconded by Miller. Ayes (5). Nays (0). Resolution declared adopted. ADOPT 2026 CITY COUNCIL MEETING SCHEDULE The City Clerk stated that tonight the Council is asked to consider and adopt the 2026 meeting schedule. She stated that the calendar is similar to the meeting schedule of 2025 and highlighted the adjustments and additions proposed. She noted that they would schedule a workshop before every Council meeting going forward, and if the workshop is not necessary, they would simply cancel it, as it is easier to cancel a meeting than it is to add a meeting and ensure proper notice is provided. 5
