MINUTES <br />CITY COUNCIL <br />NOVEMBER 12, 2025 <br />The Finance Director provided additional information on the projected fund balance. He provided <br />more information on Fund 450. <br />The Public Works Director provided more details on the road network ratings and pavement <br />management plan. <br />The Finance Director provided information on fund 450, including revenues, expenditures, budget <br />highlights, and projected fund balance. He then provided similar information on Fund 456 and Fund <br />457. <br />The Public Works Director provided more details on pond maintenance and rain garden maintenance <br />projects included in the plan. <br />The Finance Director continued his review, providing information on Funds 603 and 604. <br />The Public Works Director provided information on the proposed project for the water tower <br />inspection, booster station pump #2, sanitary sewer lining, and County Road B lift station/force main <br />projects included in the plan. <br />Mayor Fischer referenced the sewer lining project, which appears to go through Veterans Memorial <br />Park, and asked for more information. The Public Works Director replied that portion of the project <br />has been completed and the map was just a reference. He indicated there is no disturbance above <br />ground and utilizing existing structures and pipe to perform the work. <br />The Council thanked staff for the comprehensive review. <br />Mayor Fischer commented that there was a time when the city did not have a Capital Improvement <br />Plan, and it began with a three-year plan, which has evolved into a ten-year plan. He recognized that <br />the projects included in the near years are firmer, while the items further out in the plan are more <br />estimates as the plan is meant to be a guide to plan for the future and can be adjusted as needs become <br />more known. <br />Malone introduced the following resolution and moved its adoption: <br />RESOLUTIONNO. 2025-11-172 —APPROVING THE 2026-2035 CAPITAL <br />IMPROVEMENT PLAN <br />The foregoing resolution was duly seconded by Miller. <br />Ayes (5). Nays (0). Resolution declared adopted. <br />ADOPT 2026 CITY COUNCIL MEETING SCHEDULE <br />The City Clerk stated that tonight the Council is asked to consider and adopt the 2026 meeting <br />schedule. She stated that the calendar is similar to the meeting schedule of 2025 and highlighted the <br />adjustments and additions proposed. She noted that they would schedule a workshop before every <br />Council meeting going forward, and if the workshop is not necessary, they would simply cancel it, as it <br />is easier to cancel a meeting than it is to add a meeting and ensure proper notice is provided. <br />5 <br />
