MINUTES <br />CITY COUNCIL <br />APRIL 13, 2011 <br />Engineer's estimate of $830,000. He also noted that the next low bid is an <br />additional $80,000 and closer to the Engineer's estimate. T. A. Schifsky <br />reported that they locked in oil prices this year before the increases, and <br />this is likely the reason they were able to bid as aggressively as they did. <br />The Administrator reported that information regarding the low hid and its <br />impact on assessments was sent to the residents of Jessica Court, Ontario <br />Road, and Payne Avenue. Residents were asked to direct questions to <br />City staff and were invited to attend this evening's Council meeting. The <br />Administrator reported that he received two calls, and while there was <br />some concern about assessment levels, the property owners understood the <br />necessity for the improvements. <br />McGraw introduced the following resolution and moved its adoption: <br />RESOLUTION NO. 2011 -4 -74 — AWARDING THE LOW BID <br />SUBMITTED BY T.A. SCHIFSKY & SONS IN THE AMOUNT OF <br />$733,521.87 FOR 2011 STREET AND UTILITY IMPROVEMENTS AS <br />RECOMMENDED BY THE CITY ENGINEER <br />The foregoing resolution was duly seconded by Keis. <br />Ayes (5). <br />Nays (0). Resolution declared adopted. <br />RELOCATION The City Administrator reviewed his report dated April 8, 2011 outlining <br />PAYMENTS proposed relocation payments related to the City's acquisition of the <br />FOR COUNTY Hostess Outlet Store and the last of the four manufactured homes as part <br />ROAD B -2 of the County Road B -2 turn lane project. The Administrator noted that <br />TURN LANE the City's relocation attorney, John Morphew, outlines in his March 18, <br />PROJECT 2011 report the basis for the recommended payments. <br />The Administrator reported that the recommendation is for a payment of <br />$15,000 for replacement housing to Timothy Dinneen. Mr. Dinneen is <br />being assisted by Roseville Baptist Church in this matter. The <br />Administrator pointed out that the City did pay moving expenses for Mr. <br />Dinneen this year, and the $15,000 for replacement housing will close out <br />this matter. The Administrator noted that Mr. Morphew has provided the <br />appropriate documentation regarding the basis for this payment. <br />With regard to the IBC Sales Corporation (Hostess Bakery site), Mr. <br />Morphew is recommending a payment of $12,910.48 for moving expenses <br />and $50,000 for reestablishment costs. The Final Relocation Claim <br />Agreement between the City and IBC Sales documents that these <br />5 <br />
