MINUTES <br />Parks & Recreation Commission <br />May 5, 2011 <br />FOLLOW -UP WORKSHOP WITH THE CITY COUNCIL <br />Morelan stated most of the last workshop's time was spent on the Troutbrook Trail <br />presentation and the Council may like another workshop to discuss other topics. He thought <br />they would schedule it after the results of the city wide survey have been received. He <br />would let the commissioners know of the next scheduled date. <br />OLD <br />BUSINESS CANADIAN DAYS REQUEST TO REGRADE A PORTION OF SPOONER PARK <br />The commissioners showed an interest in having Bill Sanders compose a 3 -D diagram <br />of the area that Canadian Days was interested in grading to the south of the pavilion. Fahey <br />asked if the city engineer should also be involved, along with Sanders. Sanders agreed that <br />the city engineer should be involved as he would know when the city projects would have <br />fill available to assist with the grading. <br />Maida asked if this was a fix for space management for the Canadian Days event. Sullivan <br />added that we are not a large community that necessarily needs to expand the area to <br />accommodate a larger amount of people. Morelan stated the Canadian Days committee is <br />looking to have more space for vendors to increase their revenue. He stated he was not in <br />favor of drastically changing the landscaping of the park to provide additional space and <br />revenue for the 3 -day event. Slain questioned whether allowing more vendors would bring <br />more people to the event- the consensus was that it probably would not. The commissioners <br />also thought that if the extra landscaped area is to accommodate more cars for the car show, <br />then Canadian Days might have to limit the number of cars for the event. <br />Morelan stated the carnival vendors have also been parked in the upper area of the park <br />behind the pavilion area. He questioned whether they needed to be parked in that area. <br />Chair Fahey commented that the flattening out of some areas of the park might be beneficial <br />for other uses of that area in the future. She stated the first thing the committee needs to do <br />is to have plans drawn so the cost and impact could be reviewed on the project, such as how <br />much dirt would be needed for filling the projected area. She asked Sanders to draw up <br />some concept layouts for the next meeting for further discussion at that time. <br />Morelan said Canadian Days would be looking to have this proposed fill and grading done <br />this fall so the grass would be ready for next year's Canadian Days event. Sullivan stated <br />she would not like to see the character of the landscaping of the park destroyed. <br />Maida asked if the city would be hydro- seeding the grass. Morelan replied that the answer <br />would probably be yes as it would help prevent erosion on any slopes. <br />Page 2 of 4 <br />
