MINUTES
CITY COUNCIL
JUNE 8, 2011
RESOLUTION NO. 2011 -6 -111 — AMENDING THE CITY'S FEE
SCHEDULE ESTABLISHING A SIX -MONTH TOBACCO LICENSE
FEE OF $125.00
The foregoing resolution was duly seconded by Keis.
Ayes (3).
Nays (0). Resolution declared adopted.
INTERCHANGE The City Administrator reported that as part of the Unweave The Weave
LANDSCAPE $900,000 was initially budgeted for landscape improvements. This
PLANS budget has been reduced to $500,000, with half of the landscaping to
occur in Little Canada and half in Vadnais Heights. The Administrator
reported that the City and MN DOT have been working with neighboring
property owners on the proposed planting plans, and have submitted plans
for the 35E /Little Canada Road interchange as well as the area of the
Edgerton Street bridge over 694. The Administrator reported that this is
the City's opportunity to review and comment on the plans for these
specific areas before the project goes out for bid. The Administrator
indicated that the 35E /Little Canada Road interchange was landscaped as
part of the 1990 Celebrate MN Grant, and most of the plantings have not
done well. This planting project will clean up the interchange and provide
for an improved appearance.
The Administrator reviewed the proposed plant materials noting that there
is not a lot of color proposed. He indicated that he discussed the
possibility of wildflowers as part of the plan, and MN DOT indicated that
the wildflowers would require an annual mowing. The City Administrator
indicated that the City could undertake an annual mowing of the area.
The Council reviewed the proposed plans and agreed that color should be
added. The City Administrator was directed to work with MN DOT on
this issue.
CALL The City Administrator reported that a meeting was held with two of the
WORKSHOP — City's three haulers today discussing renewal options for the City's
ORGANIZED organized collection contract. A number of items were discussed, and the
COLLECTION haulers appear to be amenable to the City's preferences. Another meeting
has been scheduled for Monday, June 20th, in the hopes that an agreement
will be reached. The Administrator indicated that in the meantime, he will
be doing rate comparisons, but noted that it is difficult to find an apples -
to- apples rate comparison. He stated that in renegotiating this contract, he
wants to ensure a good deal is obtained for Little Canada residents.
5
