MINUTES <br />CITY COUNCIL <br />SEPTEMBER 28, 2011 <br />The foregoing resolution was duly seconded by Montour. <br />Ayes (5). <br />Nays (0). Resolution declared adopted. <br />DRYWALL The City Administrator reported that Drywall Supply is selling their <br />SUPPLY — property to Bob Wenner, Pallet Service Corporation and Grove <br />DEV. Wholesale Lumber. One of the conditions of the sale is that the City <br />AGREEMENT release the Development Contract with Carl Johnson, Drywall Supply. <br />RELEASE The Administrator reported that that agreement was entered into in 2003. <br />He reported that evidence of compliance with all terms of the <br />Development Agreement have been submitted except for the building <br />addition required under the Agreement. The Administrator noted that with <br />the sale of the property, Mr. Johnson would not be proceeding with an <br />addition. The Administrator recommended approval of the Certificate of <br />Completion & Development Contract Release. He noted that the terms of <br />the PUD Agreement will remain in place. <br />Blesener introduced the following resolution and moved its adoption: <br />RESOLUTION NO. 2011 -9 -196 — APPROVING THE CERTIFICATE <br />OF COMPLETION & DEVELOPMENT CONTRACT RELEASE <br />WITH DRYWALL SUPPLY AND AUTHORIZING THE MAYOR AND <br />CITY ADMINISTRATOR TO EXECUTE ON BEHALF OF THE CITY <br />The foregoing resolution was duly seconded by Keis. <br />Ayes (5). <br />Nays (0). Resolution declared adopted. <br />DEMONT The City Administrator pointed out that the Community Survey showed <br />SKATING support 53% to 31% for the reopening of the Demont skating rink. Based <br />RINK on that support, the Parks & Recreation Commission is recommending <br />that the Council consider the reopening of the rink. The Administrator <br />noted that the Parks & Recreation Director has submitted a report <br />recommending that the rink be reopened at a slightly reduced schedule for <br />the 2011/2012 season. That reduced schedule would have the warming <br />house closed one or two weekdays based on demand and use. It would be <br />necessary, however, to have a full schedule of ice maintenance. Estimated <br />cost would be $6,500 for this season. The Administrator noted that the <br />estimated savings to the budget was about $10,000 to close the rink for the <br />2010/2011 season. <br />Keis asked if the City has an estimate of usage of the Demont rink.
