MINUTES <br />CITY COUNCIL <br />SEPTEMBER 28, 2011 <br />*APPOINTMENT OF ELECTION JUDGES FOR NOVEMBER 8, <br />2011 SCHOOL DISTRICT ELECTION <br />The foregoing resolution was duly seconded by McGraw. <br />Ayes (5). <br />Nays (0). Resolution declared adopted. <br />GRANT The City Administrator reviewed a proposed Letter of Agreement between <br />WRITING Mike Ludwig and the City relative to his making applications on behalf of <br />PROPOSAL the Fire Department for various grants. The Administrator noted that Mr. <br />Ludwig would only be compensated if a grant application is successful. In <br />that event, he would be paid 10% of the grant award with a cap of <br />$50,000. The Administrator reported that the Fire Chief has reviewed this <br />proposal and finds it to be a reasonable approach to seek grant funding <br />that the Fire Department might not otherwise be able to obtain. If Mr. <br />Ludwig is successful in obtaining grant funding, it would reduce taxpayer <br />burden. If not, there will be no direct costs except for providing <br />information to aid Ludwig in the preparation of the grant. <br />McGraw asked if Ludwig's compensation would come directly from grant <br />funds. The Administrator replied that typically, he did not believe so. He <br />noted that grant funds would lessen the impact to the Capital Improvement <br />Fund and that Ludwig's fee could come from that fund. The <br />Administrator also pointed out that the intention would be to seek grants <br />for equipment that is needed, not just something that would be nice to <br />have. Montour asked if there would be a time limit on this Letter of <br />Agreement. The Administrator indicated that it would be on- going, but <br />suggested that a cancellation clause could be added. <br />The Council discussed the Letter of Agreement and it was their consensus <br />that a cancellation clause should be added as well as a provision that <br />requires prior approval of the Fire Department and the City Administrator <br />before a grant can be applied for. <br />McGraw introduced the following resolution and moved its adoption: <br />RESOLUTION NO. 2011 -9 -195 — APPROVING THE LETTER OF <br />AGREEMENT WITH MIKE LUDWIG FOR GRANT WRITING <br />SERVICES WITH THE INCLUSION OF TWO PROVISIONS — A <br />CANCELLATION CLAUSE AND A PRIOR APPROVAL CLAUSE — <br />AND AUTHORIZING THE MAYOR AND CITY ADMINISTRATOR <br />TO EXECUTE THE AGREEMENT ON BEHALF OF THE CITY <br />9 <br />
