MINUTES <br />CITY COUNCIL <br />SEPTEMBER 28, 2011 <br />condominiums. The improvements were extensive and much needed. <br />Blesener pointed out that because of legislation enacted by the State, the <br />City was able to provide assistance through the Housing Improvement <br />Area program. This program allowed the City to assess the costs of the <br />Canabury Square improvements similar to the way costs for street <br />improvements are assessed. Blesener noted that the improvements were in <br />the neighborhood of $4.9 million, and the average assessment per unit was <br />approximately $20,000. Without the HIA program, the Canabury <br />Homeowners Association and many of the individual owners would not <br />have been able to come up with the money to pay for the improvements <br />and the project would not have been accomplished. <br />The City Administrator pointed out that the Canabury Association Board <br />members and residents came together and did a lot of work to get this <br />project to move forward. The result is an excellent outcome for Canabury <br />property owners as well as the City. <br />HOMETOWN Blesener presented Kevin Helander, the City's Cable TV Technician, with <br />VIDEO a Hometown Video Award for the video he produced entitled "Planning <br />AWARD- Ahead- Preventing Theft From Autos ". Blesener noted that this is a <br />KEVIN national award, and this video competed with many others for this honor. <br />HELANDER <br />Helander accepted the award indicating that the video was a good <br />opportunity to help educate and protect the public. Helander thanked Ben <br />Hanson of CTV, Ramsey County Sheriff's Deputy John Eastham, and <br />Little Canada Cable TV Producer Vanessa VanAlstein for their assistance <br />with the video. <br />CUP'S — Blesener opened the public hearing to consider Ramsey County's <br />5 S. OWASSO applications for Conditional Use Permit to allow outdoor storage of motor <br />BLVD. — vehicles and for Conditional Use Permit to allow a special purpose fence <br />RAMSEY ten (10) feet in height for security and aesthetic reasons at 5 South Owasso <br />COUNTY Blvd. Blesener noted that both the City Planner and the Planning <br />Commission recommended approval subject to conditions outlined in the <br />Planner's September 1, 2011 report. <br />The City Planner reported that the Ramsey County Sheriff's Department <br />would like to use this property for the storage of vehicles that they <br />impound. The Planner noted that the property is divided into two zoning <br />districts. The south portion of the property is zoned Light - Industrial (1 -1) <br />and the north portion Industrial -Park (I -P). There are different outdoor <br />storage allowances in each of these zoning districts. The Planner noted <br />that the original site plan submitted by the County proposed outdoor <br />2 <br />
