Storm sewer is very limited within the neighborhood streets. Meadowlark Lane and <br />Kohlman Court cul -de -sac collect drainage which flows directly into Kohlman Lake via <br />catch basins without any pre- treatment to reduce total suspended solids or total <br />phosphorus. Also there are low points within Beam Avenue and Kohman Lane where <br />drainage collects in low lying areas and then spills into boulevard areas and ultimately <br />into Kohlman Lane. <br />There are many areas of standing water in the streets due to flat grades and the lack of <br />a curb and gutter section. A pronounced crown is lacking in the street section due to <br />patching, potholes, and overlays. <br />Resident Correspondence <br />The feasibility report for this project was ordered at the August 27th, 2007 city council <br />meeting. In August and again in October of 2007 a letter was mailed out to residents to <br />provide information on the council's action and that preliminary engineering, such as a <br />topography surveying and soil borings, would begin within the neighborhood. A <br />neighborhood meeting notice was mailed to all property owners on December 11th, <br />2007 for the meeting on Wednesday January 16th, 2007 at the Maplewood Community <br />Center. Approximately 35 residents attended the neighborhood meeting. City staff <br />made a presentation to residents covering proposed scope of improvements, <br />assessment information, rain gardens, the construction process, public improvement <br />process, and other resident driven issues. A question and comment session was then <br />held after the presentation. <br />STREETS <br />General <br />The existing streets in this neighborhood present an ongoing maintenance problem for <br />the City of Maplewood Maintenance Department. Of the infrastructure elements the City <br />maintains (sanitary sewer, storm sewer, and streets), the bulk of the maintenance <br />activities consist of patching the roadway and filling potholes. <br />The streets included in this project are local streets and serve only local neighborhood <br />traffic except for Keller Parkway which is a County Road. Street replacement may be <br />warranted on Keller Parkway due to water and sanitary sewer utility extension proposed <br />as part of this project. <br />Existing Conditions <br />Most of the streets in this neighborhood evolved over time as utilities such as sanitary <br />sewer and storm sewer infrastructure were installed.
