MINUTES <br />PLANNING COMMISSION <br />FEBRUARY 14, 2008 <br />Politz described the proposed addition indicating that it would be the same <br />height as the current building. Pre -fab tilt -up panels would be utilized for <br />the exterior walls. These are finished and insulated panels. The interior <br />office area would be sheetrocked and painted. Politz displayed a diagram of <br />the exterior of the building and noted that the building would be a brown <br />color and of similar construction to the Joe's Sporting Goods building. <br />Politz noted that there is more banding proposed on the Express Image <br />building and the exterior may have a raked concrete texture. He noted the <br />windows and the vestibule area proposed for the office entrance. The <br />vestibule is an air -lock entry and would extend 7 to 8 feet from the building. <br />Duray noted that the expansion is proposed for the west side of the building. <br />Politz indicated that that was correct. He indicated that Express Image <br />plans to remain in their current location for some time, and potentially may <br />expand to the north. <br />Knudsen asked what is in the metal building on the property. Politz <br />reported that Express Image leases that building for storage. <br />Knudsen asked for a review of the landscape plan. Politz reviewed that <br />plan in detail and reviewed the drainage patterns of the site as well. Politz <br />indicated that they are agreeable to complying with the recommendations of <br />the City Planner with regard to additional landscaping. He also indicated <br />that with the addition of the rain water garden on the property and other <br />improvements, they are trying to improve an area drainage problem. <br />Politz reported that they have revised plans to incorporate the <br />recommendations of the City Engineer, and have submitted these revised <br />plans to the Watershed District for approval. <br />Barraclough asked about roof drainage. Politz replied that the roof is flat <br />and drains in all directions. He again reviewed the improved drainage plan <br />for the property which will direct run -off to the proposed rain water garden. <br />Knudsen pointed out that the property to the north is an eyesore as is the <br />existing metal building on this property. Knudsen stated that, to the extent <br />possible, the City would like to have this area cleaned up, and suggested <br />removal of the metal building on the site. Politz noted that it is their feeling <br />that the rain water garden and addressing existing drainage problems is an <br />improvement for the area. Knudsen pointed out that this is the City's <br />opportunity to improve the site. Politz indicated that the property owner <br />does not intend to keep the metal building indefinitely, but does generate <br />some income from the rental of this building. Knudsen suggested that the <br />building be allowed to remain for one year as a condition of approval of the <br />PUD. Politz felt that that was a reasonable condition, and thought that the <br />property owner would be O.K. with that condition. <br />- 2 - <br />18 <br />
