MINUTES <br />CITY COUNCIL <br />JFJNE 22, 1999 <br />CONCEPT <br />REVIEW — <br />TWIN LAKE <br />ROAD <br />PROPOSAL - <br />SWIFT <br />CONSTRUCTION <br />*APPROVAL OF THE ASSESSMENT REAPPORTIONMENT FOR <br />PITRINA PARK TERRACE THIRD ADDITION AS <br />RECOMMENDED BY CITY STAFF; <br />*APPROVING THE FRA -DOR DEVELOPMENT AGREEMENT AS <br />RECOMMENDED BY THE CITY ADMINISTRATOR AND <br />AUTHORIZING THE MAYOR AND CITY ADMINISTRATOR TO <br />EXECUTE ON BEHALF OF THE CITY; <br />*APPROVING THE EXTENSION TO THE KIMMES PRELIMINARY <br />PLAT APPROVAL AS REQUESTED BY MR. KIMMES <br />The foregoing resolution was duly seconded by Pedersen. <br />Ayes (5) LaValle, Pedersen, Morelan, Scalze, Fahey. <br />Nays (0). Resolution declared adopted. <br />Fahey noted that the Council tabled action on the Swift Construction <br />concept review for development of the Mitchell property on Twin Lake <br />Road at its May 25`1' meeting so that some other development options <br />could be explored. Fahey also noted that the City Engineer and Public <br />Works Director are recommending a standard -sized cul -de -sac be <br />developed at the end of the proposed road. There was concern with the <br />ability of plow trucks and garbage trucks turning around in a smaller cul- <br />de -sac or hammerhead design cul -de -sac. <br />Mark Oberhamer, Swift Construction, indicated that based on <br />neighborhood concern with the development of a new street, he has <br />changed his design and is proposing three lots that front on Twin Lake <br />Road. <br />Fahey noted that at the time the Klidzejs property was developed in 1985, <br />the approval was subject to the Klidzejs entering into a development <br />agreement with the City wherein they would not object to improvement of <br />a road on the south side of their property. Fahey stated that he is not <br />hearing from staff that the development should proceed without the <br />improvement of a City street. Fahey asked if Oberhamer wanted to go <br />forward with the street. <br />Oberhamer pointed out that his proposal for three lots fronting on Twin <br />Lake Road meets the City's standards. <br />Scalze pointed out that in 1985 when the Ilidzejs' wanted to divide their <br />property, the Mitchell's did not want to divide theirs. Recognizing that the <br />road would develop some day, the Council required the road easement <br />48 <br />2 <br />
