As shown above, all lots exceed applicable R -1 District lot area and width requirements.
New plats (typically those creating three or more new buildable lots) are required to
have 11,000 square feet of area. However, since this project is only creating a single
additional lot, the standards relating to full plat requirements may be waived. Staff
asked the applicants to meet the plat requirements in this case due to the need to
located and identify pipeline impacts — the ordinance provides for waiving of certain
platting procedures for subdivisions that create no more than one new building site.
Setbacks. The following table illustrates required R -1 District setbacks along with those
being proposed by the applicant:
* 5 foot setback imposed upon homes constructed prior to 6/25/80
As shown on the submitted preliminary plat, three gas pipelines exist within the
boulevard area of Viking Boulevard. According to the subdivision ordinance, no lot may
be designed that includes any buildable area within fifty (50) feet from the edge of any
pipeline easement. The buildable areas depicted upon all lots comply with this
requirement.
The City also has policy of requiring a 60 foot by 60 foot buildable area in areas affected
by pipelines. As noted in the Engineer's report, there is no pipeline easement on this
property. Staff has asked the property owner to provide for a setback into his property
that would serve as a pipeline setback of more than 50 feet. Even with this standard,
the buildable area of the lot exceeds the 3600 square feet recommended by the
Pipeline Setback Policy.
Easements. As shown on the preliminary plat, a 10 foot wide sewer easement is
proposed along the east side of Lot 2. Such easement will accommodate a sewer line
extension from County Road B2 to serve proposed Lot 3. No accessory structures will
be allowed to be constructed over such easement.
2
Required
Proposed
Front Yard
30 feet
50 feet
Side Yard
Corner Lot
Interior Lot
30 feet
10 feet*
50 feet
7 feet
Rear Yard
30 feet
30 feet
* 5 foot setback imposed upon homes constructed prior to 6/25/80
As shown on the submitted preliminary plat, three gas pipelines exist within the
boulevard area of Viking Boulevard.
