• Encourage industrial site designs that integrate the facility with natural <br />features of the land and provide an aesthetically attractive appearance. <br />• Outside storage of equipment and materials shall be screened and <br />landscaped to eliminate any visual impact. <br />• Standards for development quality shall be established for all land uses to <br />insure an enhancement of community character. All such standards shall <br />be strictly adhered to and enforced. <br />• An aesthetically pleasing environment free from excessive outdoor <br />storage shall guide the physical development of the Northwest Quadrant <br />[of Little Canada]. <br />As noted, the site has had a history of code violations related to outdoor <br />storage, and the physical aesthetics of this use. No changes are planned to <br />the site plan, and as such, the request would not appear to comply with these <br />policies. <br />2. Compatibility with present and future land uses. The City has embarked on <br />an extensive code enforcement program in the Ryan Industrial Park area, and <br />many property owners have complied with the City's regulations for the use of <br />their properties. With no improvements to the site plan, and concerns that the <br />extensive past history of zoning violations could continue, the amendment of <br />the zoning ordinance, and concurrent issuance of Conditional Use Permits, <br />would appear to conflict with this requirement. <br />3. Compliance with all performance standards. As noted in the original report, <br />the application fails to meet a number of required performance standards, <br />including those related to paving, curbing, landscaping, and screening. <br />4. Potential depreciation of neighboring property values. The applicant has not <br />submitted any evidence on this point. <br />5. Burden on City's service capacity. City staff has documented an extensive <br />history of code enforcement activity, including staff inspection and report time, <br />court appearances, and City Attorney time. A highly disproportionate amount <br />of staff time has been dedicated to monitoring continuing violations on this <br />property. In this regard, the proposal demonstrates a likelihood that the <br />proposed use would continue to overburden the City's service capacity. <br />6. Compatibility with surrounding buildings. The building does, in fact, reflect the <br />architectural character of surrounding properties. The nature of these <br />buildings and uses has led to discussion of changing zoning and other <br />regulations in this area to provide for a higher standard of building and site <br />design in the immediate future. <br />921.030.
