welfare issues include City resources expended in inspecting, enforcing, and <br />prosecuting violations of the codes. Public health and safety concerns include danger <br />to employees and staff, as well as public emergency services personnel who may need <br />to respond to police, fire, or emergency medical issues on the property. <br />Summary and Recommendation <br />The zoning ordinance sets a series of requirements for the consideration of Conditional <br />Use Permits and Zoning Text Amendments. In the original staff report, the specific <br />standards for these applications were addressed. In this report, the general standards <br />are addressed and evaluated. <br />Planning staff does not believe that the applicant has met the requirements of the <br />zoning ordinance in this regard. Staff's recommendation is for denial of the requests for <br />Conditional Use Permits for retail motor vehicle sales lot and outdoor storage, and an <br />amendment to the Zoning Ordinance increasing the number of outdoor motor vehicle <br />sales licenses from four to five. This recommendation is based on the proposed findings <br />of fact in the attached Exhibit. <br />Finally, without the zoning text amendment, the City does not have any available <br />business licenses to grant to the proposed use.
