Zoning. The site is zoned B -3, General Business. <br />Grading and Drainage. The drainage plans are subject to the City Engineer's <br />approval. <br />Landscaping. A Landscape Plan has been submitted. The parking lot is required to <br />be fully screened from public right -of -ways to a minimum height of three and one -half (3 <br />1 /z) feet. The property contains public right -of -ways on three sides, including the west <br />(Rice Street), north (Minnesota Avenue), and east sides (future Viking Drive). The <br />proposed landscaping on these three sides of the property does not fully screen the <br />parking areas from the right of ways. Staff suggests increasing the vegetation located <br />on the exterior of the property in order to fully screen the parking areas by adding a <br />continuous line of a minimum height of three and one -half (3 ') feet of plantings along <br />all the parking areas of the west, north, and east sides of the property. <br />In addition, the Zoning Ordinance requires that off- street parking areas of fifty (50) or <br />more parking stalls contain irrigated, landscaped islands at a rate of one island per <br />fifteen (15) surface spaces or fraction thereof. The islands are required to consist of <br />100 square feet of landscaped surfaced; contained in raised, curbed beds, consistent <br />with parking lot construction requirements of this ordinance. The parking spaces on the <br />south end of the property require landscape islands. Staff suggests adding landscaped <br />islands on the southwest and southeast corners of the parking areas, consisting of at <br />least 100 square feet of landscaped surface. Traffic visibility should be taken into <br />account when designing the landscape island on the southeast island. <br />Lighting. A lighting plan has been submitted. Six (6) lights are proposed, three on the <br />west side of the parking area and three on the east side of the parking area. Three of <br />the lights contain double fixtures. The fixtures are from an ASB, or Adjustable Shoe <br />Box, series with 1,000 watts and metal halide source. The lighting has been arranged <br />towards the parking area and to deflect light away from the public streets according to <br />the lighting plan. <br />Light shall not exceed one foot candle as measured from the center line of said street. <br />According to the submitted lighting plan, it appears that the readings were not taken <br />from the center line of the proposed Viking Drive on the east side of the property line, <br />but were instead taken from the east side of the right -of -way. New readings must be <br />submitted that meet the required standards. <br />Building Construction in Business Districts. <br />Drive -in and convenience food establishment standards. As established in Section <br />911.040, the following standards must be followed for drive -in food establishments: <br />1. The architectural appearance and functional plan of the building and site shall <br />not be so dissimilar to the existing buildings or area so as to cause <br />impairment in property values or constitute a blighting influence within a <br />reasonable distance to the lot. <br />2 <br />
