where such improvements are considered to be in the best <br />interests of the City. <br />1002. RULES <br />1002.010. For the purpose of this Ordinance, words used in the <br />present tense shall include the future; words in the singular shall include <br />the plural, and the plural the singular; and the word shall is mandatory <br />and not discretionary. <br />1003. DEFINITIONS <br />1003.010. For the purpose of this Ordinance, certain words and <br />terms are hereby defined as set forth in the subdivisions which follow. <br />ADMINISTRATOR. The City Administrator of the City of <br />Little Canada. <br />ALLEY. A public or private right -of -way primarily designed to <br />serve as secondary access to the side or rear of those properties whose <br />principal frontage is on a street. <br />APPLICANT. The owner of land proposed to be subdivided or <br />his representative. <br />BLOCK. An area of land within a subdivision that is entirely <br />bounded by streets, or by streets and the entire boundary or boundaries <br />of the subdivision, or a combination of the above with a river or lake. <br />BOULEVARD. The portion of the street right -of -way between <br />the curb line and the property line. <br />BOUNDARY LINES. Lines indicating the bounds or limits of <br />any tract or parcel of land. <br />BUILDING. Any structure built for the support, shelter, or <br />enclosure of persons, animals, chattels, or movable property of any <br />kind. <br />BUILDING LINE. Means the line beyond which property <br />owners or others have no legal or vested right to extend a building or <br />any part thereof without special permission and approval of the proper <br />authorities. <br />CITY. The City of Little Canada. <br />CITY COUNCIL. The governing body of the City of Little <br />Canada. <br />COMPREHENSIVE PLAN. The group of maps, charts and <br />texts that make up the comprehensive long -range plan of the City. <br />CONTOUR MAP. A map on which irregularities of land <br />surface are shown by lines connecting points of equal elevations. <br />Contour interval is the vertical height between contour lines. <br />DESIGN STANDARDS. The specifications to land owners or <br />subdividers for the preparation of plats, both preliminary and final, <br />.q <br />
