MINUTES <br />CITY COUNCIL <br />NOVEMBER 9, 2011 <br />CALL <br />CLOSED <br />SESSION <br />PUBLIC WORKS <br />GARAGE <br />PROPERTY <br />ACQUISITION <br />RESOLUTION NO. 2011 -11 -222 — APPROVING THE DEED <br />TRANSFERRING TITLE OF PARCELS A AND B TO TERRACE <br />HEIGHTS MOBILEHOME PARK AND ACCEPTING THE DEED FROM <br />TERRACE HEIGHTS FOR PARCEL C BASED ON THE DOCUMENTS <br />PREPARED BY THE CITY ATTORNEY AND AUTHORIZING THE <br />MAYOR AND CITY ADMINISTRATOR TO EXECUTE THE NECESSARY <br />DOCUMENTS ON BEHALF OF THE CITY <br />The foregoing resolution was duly seconded by Boss. <br />Ayes (5). <br />Nays (0). Resolution declared adopted. <br />Blesener noted the Park Street area between Terrace Heights and Roseville Area <br />Middle School and suggested that some evergreens and other landscaping be <br />planted in that area. The City Administrator pointed out that City had discussed <br />vacating Park Street in this area a number of years ago. He pointed out that <br />Terrace Heights has removed the vehicles and equipment that they had stored on <br />this right -of -way. He also indicated that there are some issues related to the <br />location of the fence, and noted that soccer game spectators utilize this area for <br />watching games, even though it is posted as no parking. The Administrator <br />reported that there are a couple of options that the City has been discussing with <br />Terrace Heights. These include planting the area in a way as to still provide for <br />snow storage for Terrace Heights and /or moving the fence closer to the road and <br />allowing the School District to expand its field area. The Administrator noted <br />that the School District would have to agree to the option chosen. At this time <br />Terrace Heights is evaluating these options. City staff will be pursuing this <br />matter with both Terrace Heights and the School District. <br />The City Administrator reported that pursuant to State Statute, the City Council <br />can conduct a closed meeting to contemplate purchase offers for real estate. <br />The Administrator reported that the City has been approached by the owner of <br />the former Norm's Tires property at 477 Little Canada Road asking if the City <br />is interested in purchasing the property. A potential use would be for a new <br />Public Works site. The Administrator reported that he told the owner he would <br />present this matter to the City Council. The Administrator also indicated that <br />the Council should consider this potential purchase in light of the City's <br />property at 167 South Owasso Blvd. and the potential to purchase adjacent <br />properties for redevelopment and a new Public Works site. Therefore, the City <br />Administrator recommended that the Council call for a closed session to discuss <br />these matters. He noted that the session will be video recorded and the <br />recording will be made available to the public once the matter is resolved. <br />5 <br />
