Comprehensive Plan and Zoning. The Comprehensive Plan guides this area for low - <br />density residential and uses. The site area is zoned R -1 Single Family Residential <br />District. The purpose of the R -1 District is to provide for low density single family <br />detached residential dwelling units and directly related complementary uses. In review <br />of the proposed subdivision, the overall layout and proposed single - family uses meet <br />the intent of the R -1 District and the policies of the Comprehensive Plan. <br />Density. The proposed gross density for the site is approximately 2.55 units per acre. <br />The Low Density Residential land use classification allows up to 4 units per acre. As <br />such, the proposed density for the R -1 plat is appropriate. <br />Lot Area and Setbacks. The following chart illustrates the performance requirements <br />for the R -1 District, as well as what is proposed for the site. As some variation in lot <br />configurations is proposed, the information provided reflects the minimum proposed for <br />the proect: <br />With the exception of the lot width on Lot 6, the proposed plat is consistent with the <br />performance requirements of the R -1 District. When measured at the required setback <br />line, the width of Lot 6 appears to be approximately 73 feet, two feet short of the <br />minimum requirement. As such, a slight adjustment shall be required to achieve the <br />minimum lot width. <br />Streets and Access. Access to the site will be provided off Old County Road C, in the <br />southwest corner of the site. The street right -of -way is platted at 55 feet in width, with a <br />paved surface 30 feet in width. This street will end with a cul -de -sac on the south side <br />of Lots 5 and 6. <br />The proposed cul -de -sac is approximately 320 feet in length, within the parameters <br />allowed. The street width narrows as it circles this area, with 22 feet of paved surface. <br />The center of the cul -de -sac will contain an unpaved area approximately 60 feet wide <br />with a rock retaining wall and an infiltration ponding area. A similar design was <br />proposed with the previous plat. On the previous plan submitted, this area was to <br />contain landscaping. It is not clear whether plantings are proposed in the center with <br />the new application. The turnaround area may be an issue for public works and general <br />snow storage.
