Landscaping. No landscaping plan has been submitted by the applicant. The <br />applicant is proposing to preserve the existing line of vegetation along the railroad <br />boundary. The applicant is also proposing to preserve the existing vegetation on the <br />west side of the property, though the majority of said vegetation is beyond the boundary <br />of the plat. <br />As a condition of approval, the applicant will be required to provide a landscaping plan <br />and tree preservation plan. The landscaping plan should also include the overstory <br />trees proposed within each lot of the subdivision. The original approval included <br />provisions for screening along the railroad side of the new street, landscaping in the cul- <br />de -sac area, as well as other landscaping in the pond area on the north side of the <br />property. It is important that a landscaping plan is prepared for each of these areas to <br />ensure that there are no aesthetic issues raised by the grading of the property, and that <br />the "common" areas within the plat are maintained. The applicant should also identify a <br />maintenance program for the cul -de -sac planting /pond area, and the planted right -of- <br />way area adjacent to the railroad, since this area will not have lots directly fronting on it. <br />Grading and Drainage. The applicant has illustrated the locations of all drainage and <br />utility easements as part of the subdivision. The overall grading, drainage, and <br />stormwater plan will be subject to the review and approval of the City Engineer. <br />Signage. If subdivision monuments are proposed by the applicant the location and <br />design must be provided on a revised site plan. <br />Development Agreement. As a condition of approval, the applicant will be required to <br />enter into a development agreement with the City of Little Canada. The applicant must <br />determine how areas within the right -of -way will be maintained and preserved. <br />Recommendation and Conclusion <br />The applicant submitted a very similar plat for the site in 2005, which was reviewed and <br />approved by the City, with conditions. This approval has since expired, and the <br />applicant has submitted a new application. The overall plat is generally consistent with <br />the performance requirements of the R -1 District, and comments made by the City <br />during the previous plat review. No major alternations are proposed with the new <br />Preliminary Plat submittal. In that regard, staff recommends approval of the Preliminary <br />Plat, subject to the following conditions: <br />1. Lot 6, Block 1 shall be revised to meet the minimum lot width requirement of the <br />Ordinance. <br />2. The overall street design and layout is subject to the review and approval of the City <br />Engineer and Public Works Director. <br />3. The applicant shall be required to provide a landscaping plan and tree preservation <br />plan. The landscaping plan shall also include the overstory trees proposed within <br />3 <br />
