Hanson <br />www.ci.little-canada.mn.us <br />IVIEMORANDUM <br />TO: Mayor Blesener & Members of City Council <br />FROM: Bill Dircks, Public Works Superintendent <br />DATE: August 15, 2007 <br />RE: Evergreen Hills development <br />The City Engineer and I have reviewed the three issues outlined by the City Planner at <br />the Planning Commission meeting for the Moore's Evergreen Hills development. The <br />first issue was the possible need for traffic control at the newly created intersection with <br />Old County Road C. The new street is proposed to curve gently onto Old County Road C <br />at the far east end of Old C. Therefore, it will be the first point of traffic entering Old <br />County Road C. Stark Street has a stop sign at its intersection with Old C. Ruth St. does <br />not but one will be added since it intersects with Old C west of the Evergreen Hills street. <br />Cars will have to stop at these streets and wait for cars coming from the Evergreen Hills <br />development. There are only six homes proposed for the development so there is not <br />anticipated to be a large increase in traffic. <br />The second issue deals with maintenance of the proposed rain garden in the cul -de -sac. <br />The City has constructed numerous rain gardens over the last three years. The gardens in <br />front of homes are supposed to be maintained by the homeowner once they are <br />established. The City has also installed some gardens on City property and City staff <br />maintains those gardens. In the case of a rain garden in the island of a cul -de -sac the City <br />Engineer and I believe that the developer should be responsible for the garden until it is <br />established and then the City will take over maintenance responsibilities. In our short <br />time constructing rain gardens we have determined that it can take up to three years to get <br />them established and we have had to spend time and money in helping them along. <br />Because of that, it is our opinion that the developer should be responsible for the <br />establishment of the rain garden. <br />The third issue deals with the proposed landscaped area along the railroad tracks on the <br />east side of the project. The developer is proposing to landscape the area along the <br />railroad tracks and would like City staff to maintain the area going forward. The City <br />
