A question was asked it' the street would be reconstructed in the same Location.
Mr. Elfering noted that the roadway would be reconstructed to a width of 28 -feet
in relatively the same location as it is now.
It was discussed in detail on what maintenance the City plans to do on the road.
Mr. Hanson said that the roadway has reached a condition where only very
minimal maintenance will be done until the street is reconstructed.
There was a question on how frequently the City performs seal coating on the
City's streets. Mr. Dircks answered that the City will seal coat a new road three
years after the construction of the road. After this first seal coat, the City will
then seal coat the road every five to seven years.
A resident noted that the bituminous curb is continuously being broken up by the
snowplows. He wondered if the concrete curb would have this problem as well.
Mr. Elfering indicated that the plows would not be able to break the concrete
curb and gutter.
A comment was made from a resident wondering if a mill and overlay could be
completed as well as doing some repairs to the bituminous curb instead of a full
reconstruct. Mr. Elfering stated that the cracks showing on the road surface
indicates that there is a problem in the base of the roadway, and that a mill and
overlay would not correct this problem.
➢ One resident questioned where the watermain would be located. Mr. Elfering
answered that the watermain would be located underneath the roadway and offset
from the sanitary sewer a distance of 10 -feet. He also noted that the City would
bring the water services to the right -of -way and that the connections from the
house to the right -of -way would be the homeowners responsibility.
➢ There was a question from a resident on how it is decided if this project goes
ahead. Mr. Hanson replied that the Council makes the final decision on the
project but when deciding they will listen to the residents' comments on whether
they would like the project to go forward or not.
➢ A resident wondered if a contractor would pave their driveway if they had a
separate contract with the contractor. Mr. Elfering stated that it varies from
contractor to contractor if they would be willing to pave private driveways
outside the project limits. Some contractors in the past have, but it is not a
requirement of the City contract. If done it is a separate contract with the
property owner.
➢ A comment was made wondering how many catchbasins would be installed as a
part of this project. Mr. Elfering guessed that it would be two to four catchbasins
installed, but would not know until the design of the roadway was completed.
- 1 4 -
