A. Public regulated utility buildings, utility cabinets or infrastructure, and /or <br />similar structures which are necessary for the health, safety and general <br />welfare of the community, provided that: <br />1. Conformity with the surrounding neighborhood is maintained and <br />required setbacks and side yard requirements are met. <br />2. Equipment is completely enclosed in a permanent structure with no <br />outside storage. <br />3. Adequate screening from neighboring uses and landscaping is provided <br />in compliance with Section 903.020, G of this Ordinance. <br />B. Residential, commercial, or mixed -use planned unit development as regulated <br />by Section 923 of this Ordinance. <br />C. Day care - group nursery provided that: <br />I. No overnight facilities are provided for the children served. Children <br />are delivered and removed daily. <br />2. Adequate off - street parking and access is provided in compliance with <br />Section 903.050 of this Ordinance. <br />3. The site and related parking and service shall be served by an arterial or <br />collector street of sufficient capacity to accommodate the traffic <br />which will be generated. <br />4. All signing and informational or visual communication devices shall be <br />in compliance with Section 903.110 of this Ordinance <br />5. The provisions of Section 921.010, C of this Ordinance are <br />satisfactorily met. <br />6. The regulations and conditions of the Minnesota Department of Human <br />Services, including MN Stat 245A as adopted, amended and /or <br />changed are satisfactorily met. <br />7. A written indication of preliminary, pending or final license approval <br />from the regulatory welfare agency is supplied to the City. <br />D. Mobile Home Parks, subject to compliance with all requirements; of the R -4 <br />Zoning District. <br />E. Medical offices and clinics, dental offices and clinics, professional offices and <br />commercial (leased) offices, veterinary clinics (not including outside <br />kennels) and funeral homes and mortuaries, provided that: <br />1. The site and related parking and service entrances are served by an <br />arterial or collector street of sufficient capacity to accommodate <br />the traffic which will be generated. <br />2. Adequate off - street parking is provided in compliance with Section <br />903.050 of this Ordinance. <br />3. Adequate off - street loading is provided in compliance with Section <br />903.060 of this Ordinance. <br />4. Vehicular entrances to parking or service areas shall create a minimum <br />of conflict with through traffic movement. <br />- 1 2 0 - <br />
