MINUTES <br />CITY COUNCIL <br />JANUARY 9, 2012 <br />The foregoing resolution was duly seconded by McGraw. <br />Ayes (5). <br />Nays (0). Resolution declared adopted. <br />WATER The City Administrator noted that the Council will recall the recent <br />TOWER AT &T lease amendment for additional antenna systems on the City's <br />RAILING water tower. That lease amendment resulted in an increased lease amount <br />of $500 per month given the City's concern that AT &T would acquire <br />TMobile and the City would then lose the TMobile lease revenue. The <br />Administrator reported that in planning for the installation of additional <br />antennas, Short Elliot Hendrickson (SEH), the engineers on the project, <br />are recommending that the existing rail on the water tower be replaced <br />with a newer, larger diameter railing that would accommodate all the <br />antennas and provide a safer area on top of the tower for people to work. <br />Without the new railing, the additional antennas would be installed using a <br />tripod system for each antenna which would require additional welds on <br />the tank and a messy appearance on the tower. The new railing would <br />meet and exceed OSHA standards, and is something that would likely be <br />done when the water tower is rehabbed in 3 to 5 years. Estimated cost of <br />the new railing is $15,000. If the railing is installed now, AT &T will pay <br />half the cost. The Administrator pointed out that the additional $500 per <br />month revenue from AT &T helps to offset the City's share of the railing <br />cost ($7,500). <br />The Council discussed the possibility that the cost could exceed $15,000, <br />and it was their consensus that the City would still participate in the cost <br />on a 50/50 basis. The Council felt that the City Administrator should be <br />authorized to approve a reasonable cost increase over the $15,000 on that <br />basis. <br />Mr. Keis introduced the following resolution and moved its adoption: <br />RESOLUTION NO. 2012 -1 -11— AUTHORIZING THE <br />INSTALLATION OFA NEW RAILING ON THE CITY WATER <br />TOWER TO BETTER ACCOMMODATE ANTENNAS AND <br />PROVIDE A SAFER WORK AREA AT A COST OF <br />APPROXIMATELY $15,000, AT&T TO PAY HALF THE COST AND <br />THE CITY TO PAY THE OTHER HALF FROM THE WATER FUND, <br />WITH THE CITY ADMINISTRATOR BEING AUTHORIZED TO <br />APPROVE AN ADDITIONAL REASONABLE AMOUNT OVER <br />$7,500, IF NECESSARY, PROVIDED THAT THE COST IS SHARED <br />ONA 50/50 BASIS WITH AT &T <br />6 <br />
